Mikhail Gorbachev, former president of the Soviet Union, welcomes the visit
by North Korean leader Kim Chong-Il to Russia, but is surprised with the
unprecedented security measures. Speaking at a Moscow press conference, Mr
Gorbachev approved of Russian top officials' dialogue with their North
Korean counterparts.

Mikhail Gorbachev added that Russia's opinion was heeded in North Korea.
According to the former USSR president, the dialogue will be useful,
especially considering the current situation on the Korean Peninsula.

At the same time, Gorbachev is surprised at the unprecedented security
measures taken along the route of the North Korean leader. This arouses
concern, said the former USSR president, adding that these tightened
security measures smacked of the Stalin times.

BUSY PROGRAM AWAITS NORTH KOREAN LEADER IN ST. PETERSBURG

MOSCOW, AUGUST 4, 2001 /FROM A RIA NOVOSTI CORRESPONDENT/ -- St. Petersburg
authorities have prepared a busy program for the North Korean leader, Kim
Chong-Il.

The North Korean head of state will arrive in the city by a reserved train
in the wee hours of Monday, August 6. The guest of honour is expected to
stay at the presidential room de luxe of the Sheraton-Nevsky Palace hotel.

On the official agenda of the visit is a meeting with St. Pete's governor
Vladimir Yakovlev in Smolny.

According to a RIA Novosti correspondent, upon the arrival in the city, Kim
Chong-Il is expected to head for the Piskaryovskoye cemetery where victims
of the 1941-44 Leningrad Blockade by Nazi troops are buried. There he will
lay wreaths to the Statue of the Motherland near the graves of nearly
500,000 people.

Afterwards, the North Korean leader is to visit Hermitage--a largest museum
of history and arts. The Hermitage press service has told RIA that Hermitage
Director Mikhail Piotrovsky will show Kim Chong-Il around the halls of
Italian paintings, and the high-profile guest will have the chance to see
authentic Leonardo da Vincis. The North Korean head of state is also
expected to visit the Malachite and Throne Halls of the Winter Palace
/formerly the residence of Russian tsars, now housing Hermitage
collections/.

During his St. Pete visit, the North Korean leader will not only see the
sights of the city but visit its industrial behemoths--the Leningrad metal
works /LMZ/ and the Kirov plant. The press service of the Silovye Machiny
concern, including LMZ, told RIA Novosti that the North Korean leader would
not sign any documents but would simply inspect the enterprise's work.

On Monday evening Kim Chong-Il might go to the Mariinsky Theatre to see the
La Sylphide ballet. Tickets to this performance can be easily bought in the
theatre's ticket windows, as RIA Novosti was told in the Mariinsky Theatre.

RUSSIA, NORTH KOREA MAP OUT AREAS OF FURTHER COOPERATION

Russian president Vladimir Putin and North Korean leader Kim Chong-Il have
outlined areas and ways of developing bilateral cooperation in political,
economic, military, science-technical and cultural domains. This is what the
Moscow declaration that the two leaders signed in the Kremlin on Saturday
says.

The sides agreed to first realise the projects of reconstructing jointly
built enterprises, in particular, energy-generating ones, on the basis of
solving the problems of the past in the bilateral calculations, and gave
corresponding instructions to their governments.

The Russian side, runs the document, reiterated its intention to attract
foreign funds for the realisation of some bilateral projects, and this
initiative was welcomed with understanding by the Korean delegation.

In addition, the parties pledged to spare no effort to implement the project
of constructing a railway transport corridor linking the North and the South
of the Korean Peninsula with Russia and Europe, on the basis of the
principles of mutual advantage recognised worldwide. They added that the
project of linking Korean and Russian railways was being taken off the
ground.

The two heads of state were unanimous that further development of
traditional Russo-Korean friendly relations and cooperation, deeply rooted
in history, met the interests of both peoples in the 21st century and
contributed to peace and security in Asia and the entire world, reads the
declaration.

The document also confirms the historic significance of the joint
Russo-Korean declaration the two leaders signed on July 19, 2000 and the
Friendship Pact between the Russian Federation and North Korea of February
9, 2000.

Russia and North Korea agreed to expand and develop friendship ties in
compliance with the aforesaid documents in the interests of peace and
stability in North-East Asia and across the globe, prosperity and equal,
mutually advantageous bilateral cooperation.

KREMLIN OFFICIAL DESCRIBES RUSSIAN-NORTH KOREAN PRESIDENTIAL TALKS AS
"INTENSE, BUSINESSLIKE AND FRIENDLY"

MOSCOW, AUGUST 4, 2001 /RIA NOVOSTI/ -Saturday's Russian-North Korean
presidential negotiations were "intense, businesslike and friendly,"
according to Sergei Prikhodko, deputy chief of the Kremlin staff. The
Kremlin official revealed to the media following today's summit that
Presidents Vladimir Putin of Russia and Kim Jong-il of North Korea had spent
1.5 to 2 hours speaking with each other through interpreters, in the
presence of their aides. The two leaders discussed the current state and
prospects of the political dialogue between their countries, touching also
upon some of the topical international problems, Prikhodko reported.

Among other issues, the problem of maintaining strategic stability was
discussed. Also, the sides considered the possibility of upgrading the rail
network on the Korean Peninsula and of its linking up to Russia's
Trans-Siberian Railroad, said Prikhodko. Along with that, under discussion
was the restoration of industrial and energy-generating facilities based in
North Korea as well as cooperation in mining subsoil resources, primarily
magnesium.

Messrs. Putin and Jong-il also exchanged opinions on the prospects for the
construction of a nuclear power plant in North Korea, within the framework
of the nuclear program run by KEDO [or the Korean Peninsula Energy
Development Organization, an international consortium led by the U.S.
government in association with South Korea and Japan], the Kremlin official
reported.

The Presidents of Russia and North Korea will meet again tonight, at a
Kremlin reception in Mr. Jong-il's honor.

currently visiting Moscow, met Saturday with the host country's president,
Vladimir Putin. Mr. Jong-il declared North Korea's intention to continue to
adhere to its moratorium on the launch of ballistic missiles, valid up to
the year 2003.

It was Sergei Prikhodko, deputy chief of the Kremlin Staff, who revealed the
above information to the press. He had attended today's Russian-North Korean
presidential talks involving the delegations.

has set forth its stand on the withdrawal of U.S. troops from South Korea.
The North Korean side views the American military presence in the

Asia. This is according to the Moscow Declaration between the Russian
Federation and the Democratic People's Republic of Korea that was signed in
the Kremlin Saturday, by the host country's president, Vladimir Putin, and
the visiting North Korean leader, Kim Jong-il.

"The Russian side has expressed its understanding of this stance, stressing
the necessity of ensuring peace and stability on the Korean Peninsula by
non-military means," the declaration says.

To quote Prikhodko, Russia backed the sides' efforts to ease tension on the

Korean leader Kim Chong-Il signed in the Kremlin runs that in the 21st
century the Russian Federation and North Korea will assist formation of a
new fair system of the world order based on the law, equality, mutual
respect, mutually advantageous cooperation, the interest in preserving
global stability, and reliable security provided to every member of the
international community in the political, economic, social, cultural,
information and other domains.

The sides admitted the need for a stronger UN role in international affairs
and for averting any attempts to act in circumvention of the UN Charter, and
other fundamentals and norms of international law.

Controversial issues at stake in the world must be solved by peaceful,
political means and negotiations on a non-confrontation basis, reads the
document.

The Russian Federation and DPRK admit that independence, sovereignty and
territorial integrity must be consistently ensured in international affairs
and confirm the right of every country to equal security, the declaration
continues.

According to the document, the sides also pointed to the importance of joint
international efforts to curb the threat of international terrorism and
militant separatism.

PRESIDENT PUTIN ACCEPTS INVITATION TO NORTH KOREA

The document reads that the invitation was accepted with gratitude.

role in the positive processes on the Korean peninsula.

According to a RIA Novosti correspondent, this is said in the Moscow

Korea /DPRK/, which Vladimir Putin and Kim Chong-Il signed in the Kremlin.

Russia confirmed its respect for the accords between the north and the south
of Korea, and its support for further dialogue between them without any
external interference.

The document also notes that the two heads of state are unanimous that
support for Korean people's efforts to re-unite the country independently on
their own in accordance with the South-North Joint Declaration of June 15,
2000 helps solve the problem of Koreas' re-unification, and condemned any

peaceful in nature, and as one posing no threat to other nations.

"Bearing in mind that the ABM Treaty is the cornerstone of strategic
stability and the foundation for further cuts on strategic offensive
weapons, the leaders of the two nations expressed their determination to
make every effort toward consolidating international security," reads the
document.

"The Korean side assured that the missile program of North Korea is of a
peaceful nature and therefore poses no threat to any country respectful of
North Korea's sovereignty," proceeds the Moscow Declaration. "The Russian
side welcomed this stance of North Korea's," it remarks.

KIM JONG IL LEAVES MOSCOW FOR ST. PETERSBURG ON SUNDAY

MOSCOW, August 4, 2001. /From RIA Novosti correspondent/--At 11:00 p.m.
Moscow time on Sunday, North Korean leader Kim Jong Il leaves Moscow for St.
Petersburg, reported Russian Railways Minister Nikolai Aksyonenko. According
to the minister, departure of Kim's armoured train from Moscow won't cause
any inconveniences to Russian passengers. All trains will leave and arrive
to Moscow's Leningradsky terminal according to the schedule, he said.

Likewise, Kim's arrival at Moscow's Yaroslavsky terminal on Friday "caused
no problems whatsoever," assured Aksyonenko. Long-distance trains arrived
and left when they were due, while the problems with suburban trains were
caused by "the usual repair works that happen every summer," he added. In
his words, the Friday break in railway traffic lasted just 1 hour 20
minutes, and all passengers were informed beforehand.
