Anti-Fascist Campaign Exists 10 Years

The Antifascist campaign Blokbuster in Belgium exists for 10 years this
month. The Blokbuster campaign was launched by the Belgian CWI-members in
the summer of 1991 as a political reply to the possible growth of the neo-
fascist Vlaams Blok in the november 1991 elections. Unfortunately our
perspective of a spectacular Blok-growth in those elections became reality.
The Blokbuster-campaign has played a crucial role in the anti-fascist
movement which followed the "Black Sunday" of november 1991 in which the
Vlaams Blok for the first time made a breakthrough on a Flemish level. We
launched the discussion on the need of an international demonstration in
Brussels in october 1992. This YRE-demo attracted over 40.000 from all over
Europe. A year later we co-organised a "Youth march for jobs and against
racism" attracting several thousands.

The main strenght of the Blokbuster-campaign has been its local actions
which have been organised in a lot of cities. Only this year we organised
or played a leading role in demonstrations in Oostende, Harelbeke, Aalst,
Gent, Antwerpen, Turnhout, Leuven,... An antifascist action organised by
the Antwerp Blokbusters had 400 on a demo in March.

With the growth of the anti-capitalist mood, especially amongst young
people, the Blokbuster campaign can make new steps forward. The Blokbuster
campaign is supporting the socialist International Resistance campaign
launched by the Belgian CWI section. This very succesful campaign can offer
a possibility to fight the Vlaams Blok by bringing the anti-capitalist
youth to concrete campaigns against the anti-social policy of the EU.

High court won't hear appeal of hate decision: Doug Collins' columns
    exposed Jews to hatred, rights tribunal ruled

OTTAWA -- Canada's top court has closed its door to a British Columbia man
whose newspaper columns were deemed to expose Jews to hatred.

Doug Collins was ordered by the B.C. Human Rights Tribunal in 1999 to pay
$2,000 to Harry Abrams, a Victoria Jewish man who complained in 1994 about
four columns in North Shore News, a publication in suburban Vancouver .

The Supreme Court of Canada on Thursday dismissed Collins' bid to challenge
that ruling. As is usual in applications for leave to appeal, the court's
three-judge panel offered no reasons for refusing to hear the case.

Top court cases usually involve legal issues that have split appeal courts,
or matters of national, precedent-setting importance.

The tribunal found in 1999 that Collins' columns "repeatedly reinforce some
of the most virulent forms of anti-Semitism, and perpetuate the most
damaging stereotypes of Jews: that they are selfish, greedy and
manipulative."

Collins, who retired from the paper in 1997, referred in one column to the
Holocaust movie Schindler's List as "Swindler's List."

He challenged historical estimates of how many Jews were killed by Nazis
during the Second World War, citing "the inflated six million story."

And he said Holocaust-deniers Ernst Zundel and Jim Keegstra were prosecuted
for breaking hate crime laws because they have "the wrong opinions."

After the ruling, North Shore News managing editor Tim Renshaw decried that
the paper would have to run "government-dictated content."

Collins refused to take part in the tribunal hearing, calling it a
"kangaroo court" meant to "enforce political correctness." But he submitted
a written challenge to Section 7 of B.C.'s Human Rights Code and how it
should be interpreted and tested.

That section prohibits publication of material that's "likely to expose a
person or a group of persons to hatred or contempt."

The current legal test asks whether a reasonable person would understand
that a message expresses hatred or contempt, and consider the message
likely to expose its target group to increased risk of hatred or contempt.

Among other things, Collins had hoped to argue before the high court that
the act poses an unconstitutional threat to freedom of the press.

He had retained lawyer Doug Christie, who has also represented Holocaust
deniers Zundel and Keegstra.

A gathering billed as a free-speech meeting in Vancouver in October, 1999
by Collins and Christie to raise money for the legal challenge drew loud
protest from Jewish and labour activists.

Collins and North Shore News were ordered to pay $2,000 to Abrams "as
compensation for the injury they have caused to his dignity and self-
respect."

German Official Seeks Help To Shut U.S.-Based Hate Sites

BERLIN -- Otto Schily, Germany's interior minister, plans to visit the U.S.
this fall in attempt to shut down right-wing, hate Web sites hosted in the
U.S. that are directed toward a German audience, according to Mr. Schily's
spokesman.  Spokesman Dirk Inger told Newsbytes that Schily would meet with
U.S. government officials to discuss possible methods of shutting down the
Web sites, with one way being civil lawsuits filed in U.S. courts. However,
Inger said that final details of the planned trip had not yet been worked
out.

"We expect, that Mr. Schily will visit the United States in the autumn," he
said. "The program of the visit still has to be completed."

Inger confirmed that Schily told German's national newspaper Welt am
Sonntag (World on Sunday) that right-wing extremism had increased in the
past few years, and that he was deeply concerned that the number of German
Web sites with right-wing, anti-Semitic and anti-foreigner content had
increased to more than 1,000 in July.

Although Germany has strong laws protecting the right of free speech, anti-
Semitic and hate speech is illegal.

"It is extremely difficult to fight against these sites, because the (Web
servers) are usually abroad, and frequently are in the U.S.," Schily said.
"For that reason .. I will meet in Washington with the responsible
officials."

Schily added: "We want to examine together the possibilities of using civil
laws to sue the creators of right-wing Web sites based in the USA that have
an effect in Germany."
