India: Three NDFB terrorists killed in Assam encounter

On August 12, three terrorists of the National Democratic Front of Bodoland
(NDFB) were killed in an encounter at Bagajuli in Nalbari district. The
Army also recovered two AK-47 Rifles, two AK-47 magazines, 95 rounds of
AK-47 ammunition, two Chinese Grenades and 3 fired cartridges from the
slain terrorists.

Earlier on August 11, another NDFB terrorist was killed in an encounter at
Tamulpur in Nalbari district.

On August 10, a suspected terrorist of the Bru National Liberation Front
(BNLF) was killed in an encounter at Bhuban Hill in Cachar District. One
AK-56 rifle with ammunition was recovered from the slain terrorist.

On the same day, �Monjit Nath� alias Lachit Kalita, a �second
lieutenant� with the United Liberation Front of Asom (ULFA) was killed in
Udmari village, Dhubri district. According to sources, the terrorist was
arrested earlier and was leading a group of security force personnel to
Chakrasila Hill for recovery of concealed arms and ammunition. However, he
was shot dead as he tried to escape during the search.

Meanwhile, according to media reports, on August 12, a 10-member ULFA group
is likely to surrender before Minister of State for Home Pradyut Bordoloi
in Tinsukia on Independence Day, August 15, 2001.

India: Three unidentified terrorists killed in Manipur

According to official sources, three unidentified terrorists were killed in
two separate encounters with security forces on August 12. The encounters
occurred in Manipur's Churachandpur district bordering Myanmar. Three
Border Security Force (BSF) personnel were also injured in the encounters.
One encounter occurred in the Jo area in which three terrorists were killed
and two BSF personnel were injured. In another incident, at Henglep, one
BSF jawan was injured.

India: KLO terrorist arrested in West Bengal

According to official sources, police arrested a terrorist belonging to the
Kamtapur Liberation Organisation (KLO) from Mahischaru near the Indo-Bangla
border, in Mathabhanga sub-division, on August 11. During interrogation,
the terrorist reportedly revealed that he had taken military training in
Bhutan from 1996 to 1999. He said the training camp was run by the KLO and
the United Liberation Front of Asom (ULFA).

Pakistan: Arms seized, three persons arrested in Dadu

According to delayed reports, some arms and ammunition were recovered in a
raid at a place on the Larkana-Dadu Indus highway, on August 11. Three
persons were arrested for their alleged involvement in the incident.


India: NSCN-IM calls for boycott of Independence Day celebrations in
Nagaland

On August 12, the National Socialist Council of Nagaland-Isak-Muivah
(NSCN-IM), through a press release, appealed to the people �to hoist
black flags on the rooftop of every house� on Independence Day, August
15. The outfit also asked people not to participate in the �Indian
Independence Day celebration in any form�. The release added, "It is time
for the Nagas to express resentment against the Government of India".

The Naga Students� Federation (NSF) has also decided not to participate
in the Independence Day and directed all its federating units to ensure
that no educational institution under their respective jurisdiction take
part in the celebration.

The Dimapur Naga Students� Union (DNSU), a federating unit of the NSF has
also threatened to call for a 72-hour strike in Dimapur if the district
administration compels the students to participate in the Independence Day
celebration.

India: 37 Naxals surrender in Jharkhand

According to official sources, 37 left-wing extremists, Naxalites of the
Maoist Communist Centre (MCC) and the People�s War Group (PWG),
surrendered before Jharkhand Chief Minister Babulal Marandi in Giridih, on
August 12.

The Chief Minister handed over a cheque for of Rs. 10,000 and papers
relating to the handing over of a unit under the Prime Minister�s Awas
Yojna (housing programme) to all those who surrendered. He also assured
them that cultivable land would also be made available to them. He exhorted
the surrendered Naxals to persuade their former colleagues to shun the path
of violence.

India: 176 security force personnel killed in Assam in 2� years

According to police sources, 176 security force (SF) personnel have been
killed in terrorism-related violence in the State in the past
two-and-a-half years. In 1999, 65 SF personnel were killed and 119 injured
in terrorist attacks. 65 SF personnel were killed and 64 injured in the
year 2000. 46 SF personnel have already been killed and 42 injured this
year (2001) till August 8. Of them, 22 SF personnel were killed and 33 were
injured in attacks by the United Liberation Front of Asom (ULFA), while
eight were killed by the National Democratic Front of Bodoland (NDFB).
Besides, 13 were killed by the Dima Halom Daogah (DHD) and three by the
terrorists of the United Peoples� Democratic Solidarity (UPDS).

India: Orissa government likely to ban PWG

According to media reports, the Orissa government is exploring all the
possibilities of declaring the left-wing extremist, Naxalite organisation,
the People�s War Group (PWG) an outlawed organisation in the State.

At a high-level meeting on August 10, Chief Minister Naveen Patnaik
reportedly asked senior police officials to study the menace of Naxalism in
the southern districts of Malkangiri, Gajapati and Rayagada and the
northern districts of Keonjhar and Mayurbhanj and submit a report on ground
realities. Reports said, the Chief Minister has taken serious note of the
August 9-attack on police stations in Malkangiri district and a decision to
ban the PWG may follow soon.

India: NNC criticises Union government for withdrawal of cease-fire

The Naga National Council (NNC), on August 12, criticised the Union
government for its �unilateral withdrawal� of the cease-fire with the
National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM). General
Secretary V. Nagi stated that �this withdrawal is not only an insult to
NSCN-IM but also to all the Nagas in general�. He also appealed to the
international community and organisations to condemn the Government of
India�s �habitual contradiction�, which is nothing less than an
�insult to humanity�. The outfit extended its support to the
�non-cooperation movement� launched by the Nagas of Manipur against the
State government to express resentment against the Union government�s
move. 

India: Joint Task Force to chalk out strategy to curb Naxal violence

According to media reports, the Joint Task Force of the five left-wing
extremist (Naxalite) affected States is likely to meet soon to finalise a
strategy for conducting joint operations against the Naxalites in border
areas of the affected States. This decision was taken following Naxalite
attacks on two police stations in Orissa on August 9. Police sources
maintained that the attack was mainly the handiwork of the Naxalites based
in Andhra Pradesh. This has highlighted the need for closer cooperation
among the police forces in Naxalite-affected States.

India: CPI-ML seeks probe into 1971-killings of Naxalites in Kolkata

On August 12, the Communist Party of India (Marxist-Leninist) [CPI-ML]
demanded setting up of a people�s tribunal by the Left Front government
to probe into the killings of left-wing extremists, Naxalites, in the
Baranagar-Cossipore areas, North Kolkata, on August 12-13, 1971, in which
an estimated 150 Naxalites were killed.

Commemorating 30 years of the killings, the CPI-ML and other Naxalite
groups held rallies and meetings in the various parts of Kolkata.
