Imperialists' moves to check transfer of science and technology condemned
 ��� Pyongyang, August 14 (KCNA) -- The imperialists are desperately trying
to check the transfer of science and technology. Rodong Sinmun today carries
a signed article in this regard. Disclosing the intention sought by the
imperialists in their persistent moves to prevent the dissemination of
science and technology, the article continues:
��� The imperialists are more craftily working to dominate other countries
through scientific and technological blockade.
��� It is their major strategy to subjugate in terms of science and
technology those countries which they failed to put under their control by
aggression and war and turn them into "scientifically and technologically
underdeveloped colonies."
��� It is their contention that they can not realize their ambition to
dominate developing countries if science and technology develop in those
countries. 
��� That is why they are preventing the developing countries from
introducing scientific and technological achievements under a number of
absurd pretexts although they are loudmouthed about "free transfer" of
science and technology.
��� It is clearly evidenced by "Wassenaar Arrangement", the second "Cocom."
��� The imperialists are also trying to use their temporary superiority in
the field of up-to-minute science and technology and it as a means of
dominating the developing countries. To this end, they are making every
possible effort to bar their latest science and technology and it from being
introduced to those countries.
��� Reality requires the developing countries to counter the imperialists'
scientific and technological blockade with the strategy of developing their
own science and technology.
��� The article clarifies tasks and ways to do so.

Arch of Triumph
��� Pyongyang, August 14 (KCNA) -- The Arch of Triumph was erected on
triumphal return square at the foot of Moran Hill in the capital city of
Pyongyang. This is precisely the historic place where President Kim Il Sung,
who had set out on the road of revolution while still a boy, driven by a
passionate desire for national liberation, offered his first greeting to our
people after leading the arduous anti-Japanese revolutionary struggle to
victory and returning home in triumph.
��� The Korean people built the arch of triumph in April Juche 71 (1982) on
the occasion of the 70th birth anniversary of the president to hand down his
immortal revolutionary exploits and revolutionary history to posterity. A
grand structure 60 metres high, 50.1 metres long and 36.2 metres wide, the
Arch of Triumph is a four-storeyed edifice piled up with pieces of white
granite. The archway 27 metres high and 18 metres wide is open in four
directions. The archway is fringed with 70 azalea reliefs.
��� Carved in relief on the front and back of the Arch of Triumph is the
immortal revolutionary hymn "Song of General Kim Il Sung" and on both sides
a bronze relievo "a guerilla bugler." also carved on the right and left
pillars are Mt. Paektu, the sacred mountain of revolution, and the dates
"1925" and "1945," the year when the president set out on the struggle for
national liberation and the year when he returned in triumph after winning
it. 
��� There are the relievos of the subsidiary six-figure groups below them.
��� The sculptural groups represent anti-Japanese revolutionary fighters and
people from all walks of life warmly welcoming the president upon his
triumphal return and the excited faces of the working people out to build a
new country in response to his speech on triumphal return.
��� The arch of triumph has scores of rooms, balustrades, an observatory,
lifts, etc.

Monument to three charters for national reunification erected
��� Pyongyang, August 14 (KCNA) -- The monument to the three charters for
national reunification of wonderful and peculiar style has been erected at
the entrance of Thongil Street, a gateway to Pyongyang. The monument strong
in national color and peculiar in architectural style depicts two women in
national costumes, jackets and long skirts, upholding the mark of the three
charters for national reunification decorated with a Korean map after
running, their breast-ties flying in the wind, to meet with each other.
��� This fully represents the desire and will of the 70 million fellow
countrymen to open the door of national reunification under the banner of
the three charters for national reunification.
��� Its tower is 30 meters high depicting the three charters and 61.5 meters
wide symbolic of the June 15 joint declaration.
��� The three charters consist of the three principles of national
reunification, the proposal for founding the Democratic Federal Republic of
Koryo and the ten-point programme of the great unity of the whole nation.
��� A ceremony for the completion of the monument was held on the spot
today. 
��� Present there were senior party and state officials including Kim Yong
Nam and Hong Song Nam and working people in the city, former unconverted
long-term prisoners, overseas compatriots on a visit to the socialist
homeland, diplomatic envoys and military attaches of different embassies and
representatives of international organizations here.
��� Kim Yong Nam said at the ceremony that the monument reflecting the
ardent desire of the compatriots to terminate the history of the nation's
division that lasted for more than half a century and achieve the
reunification of the country is the world's masterpiece as it is profound in
its ideological content and flawless in formative art and a grand monumental
edifice to shine long with Kim Jong Il era.
��� Recalling that leader Kim Jong Il, who has devoted his unremitting
efforts and wisdom to the work to carry out the instructions of President
Kim Il Sung for reunification, unrolled a grand blueprint of the monument
and wisely led its construction, he said:
��� The erection of the monument is one more shining feat performed by Kim
Jong Il in the history of the movement for national reunification.
��� He called for achieving the country's reunification, the cherished
desire of the nation, at an early date in hearty response to Kim Jong Il's
idea of national reunification and leadership over the drive for it.
��� No matter how the situation and circumstances may change, the entire
nation should hold fast to and thoroughly implement the three charters for
national reunification as the fundamental guideline for national
reunification and thus pull down the barrier of division and certainly open
up the door of reunification.
��� Senior party and state officials cut off the red cloth hanging before
the monument. 
��� The participants looked round the monument to the propositions of
President Kim Il Sung on national reunification and the monument to the
three charters for national reunification after being briefed on the
monuments.

KCNA on Japanese chief executive's visit to "Yasukuni Shrine"
��� Pyongyang, August 14 (KCNA) -- The Japanese chief executive visited the
"Yasukuni Shrine" on august 13 defying the unanimous opposition of the world
peace-loving people and the progressive public including those in Korea and
other Asian countries which fell victim to Japan's invasion in the past
century. This was an outright challenge to the fair judgement of the history
of the 20th century in which the brigandish Japanese imperialists suffered a
defeat and Tojo and other chieftains of the war of aggression were sentenced
to capital punishment as top war criminals and the requirements for the
development of history in the 21st century.
��� Since their defeat the "shrine" has served as a symbol of militarism as
top class war criminals are entombed there and visit to it by politicians
has, therefore, been considered as a criminal act of reviving militarism.
��� Those statesmen who advocated the visit to the "shrine" and practiced it
were without exception right-wing conservative politicians who encouraged
and spearheaded the revival of militarism in japan.
��� That was why Nakasone's official visit to the "shrine," the first of its
kind after Japan's defeat, sparked such great furore at home and abroad. And
this presented itself as a serious political and diplomatic issue, putting
Japan into a tight corner.
��� The visit to the "shrine" paid by the Japanese chief executive on the
occasion of the day of defeat despite this historical lesson taught by
post-war political history is little short of officially stating that the
Japanese authorities ideologically and spiritually represent militarism and
ultra-nationalism. 
��� This is also an affront to the Korean and other Asian people to whom
Japan brought unbearable disasters in the past and an expression of its
revengeful design to start a war of aggression just as war criminals did in
the past. 
��� This time the chief executive changed the date of his visit and uttered
ambiguous words in a bid to justify his behaviour.
��� But this did not help change the nature of his visit but only brought
the trite method of the political chicanery peculiar to Japan into bolder
relief. 
��� The Japanese ruling quarters can never evade the historical, political
and diplomatic responsibility for this serious development.

Greetings to Russian President
��� Pyongyang, August 14 (KCNA) -- Kim Yong Nam, President of the Presidium
of the DPRK Supreme People's Assembly, yesterday sent a message of greetings
to President of the Russian Federation Vladimir Vladimirovich Putin on the
occasion of the 56th anniversary of Korea's liberation. He in the message
said that the recent meeting of the top leaders of the two countries held in
Moscow and the adoption of the DPRK-Russia Moscow declaration marked a
landmark event in putting the long-standing DPRK-Russia friendship on a new
higher stage. 
��� Expressing the belief that the traditional DPRK-Russia friendly and
cooperative relations would grow stronger and develop in all fields in the
future thanks to the common desire and efforts of the two governments and
peoples, he sincerely wished the president, government and people of Russia
fresh success in their work to build powerful Russia.

Greetings to Kim Jong Il from Putin
��� Pyongyang, August 14 (KCNA) -- A message of greetings came to leader Kim
Jong Il on August 9 from Russian President V. Putin on the occasion of the
56th anniversary of Korea's liberation. He in the message expressed belief
that further promotion of multi-faceted cooperation between Russia and the
DPRK and the strengthening of the traditional friendly relations between the
two countries thanks to the powerful impetus given by the meetings of the
two top leaders in Pyongyang and Moscow would conform with the interests of
the two peoples and contribute to consolidating peace and security on the
Korean peninsula and in northeast Asia. The message wished Kim Jong Il
health and success in his work and Korean people happiness and welfare.

Greetings to Russian prime minister
��� Pyongyang, August 14 (KCNA) -- Hong Song Nam, premier of the DPRK
cabinet, sent a message of greetings to Russian prime minister Mikhail
Mikhailovich Kasyanov on the occasion of the 56th anniversary of the
liberation of Korea. Expressing the belief that the traditional friendly and
cooperative ties between the two countries, which reached a new high stage
in the spirit of the historic Moscow meeting between the two heads of state
and the DPRK-Russia Moscow declaration, would more vigorously strengthen and
develop, the message sincerely wished the prime minister and government of
Russia success in their work for the development of the national economy and
well-being of the people.

Floral basket to Kim Jong Il from Yasser Arafat
��� Pyongyang, August 14 (KCNA) -- A floral basket was presented to leader
Kim Jong Il by Palestinian President Yasser Arafat on the occasion of the
56th anniversary of national liberation. It was conveyed to foreign minister
Paek Nam Sun by the Palestinian ambassador e.p. to the DPRK Shaher Mohammed
Abdlah today.

Greetings to foreign minister of Indonesia
��� Pyongyang, August 14 (KCNA) -- Paek Nam Sun, minister of foreign affairs
of the DPRK, sent a message of greetings to Hasan Wirayuda upon his
appointment as foreign minister of Indonesia. Convinced that the good
friendly and cooperative relations between the two countries would continue
to expand and develop in the interests of the two peoples, the message
wished him success in the performance of his new duty.

��� Pyongyang, August 14 (KCNA) -- Paek Nam Sun, foreign minister of the

liberation. Convinced that the traditional friendly and cooperative
relations between the two countries would further develop in all fields in
conformity with the recent Moscow meeting of the two top leaders and the
spirit of the DPRK-Russia Moscow declaration, the message sincerely wished
