 Southern Serbian Albanian Leader Threatens to Take up
 Arms Again
 
 PRISTINA, Aug 21, 2001 -- (Agence France Presse) The
 leader of demobilized ethnic Albanian guerrillas in
 southern Serbia threatened on Monday to take up arms
 again unless the living conditions for the Albanian
 population in the Presevo valley markedly improve.
 
 "If the situation does not improve and if the peace
 accord is not totally applied we are not going to
 leave them (the Serbs) in peace, we will take up
 arms," , Muhamet Xhemaili told AFP in an interview in
 the UN-administered Serbian province of Kosovo.
 
 "I can not tolerate that the Serbs do what they want
 with our region," he said, referring to the mainly
 Albanian populated areas of Presevo, Medvedja and
 Bujanovac.
 
 Considered one of the most radical commanders of the
 ethnic Albanian guerrillas in the UCPMB, who took on
 the Yugoslav army for more than a year in a fight for
 better rights for ethnic Albanians, his men laid down
 arms at the end of May, under a NATO-brokered peace
 accord.
 
 Xhemaili said, however, there had been no improvements
 under the peace plan, drawn up by Serbian vice prime
 minister Nebojsa Covic, which provided for the
 creation of a multi-ethnic police force and measures
 for a better social and economic integration of
 Albanians in the region.
 
 He said inhabitants of Presevo are regularly subject
 to intimidation by Serbian police officers and live in
 fear.
 
 "We can not see any progress, it is worse than before
 the creation of the UCPMB," he said.
 
 On Friday the NATO-led peacekeepers in Kosovo and the
 Yugoslav army signed an accord which allows Belgrade
security forces to patrol the entire southern Serbian
 buffer zone with the UN-administrated Serbian
