New human rights let to be formed

Next week the Inter-American Institute for Human Rights/Instituto
Interamericano de Derechos Humanos (IIDH) in Costa Rica will launch
"educa-dh", a Spanish and Portuguese language listserv on human rights
education in Latin America. The list was created in response to the demand
from Global HRE list members from Latin America, the Caribbean and other
Spanish- and Portuguese-speaking countries. Although Spanish is already one
of the working languages of the the Global HRE list, we hope that "la Red
Interamericana de Educaci�n en Derechos Humanos" will offer a platform for
discussion and exchange of experience and resources specific to the region.
In order to ensure regular interchanges between the "global" and "regional"
level, HREA and IIDH intend to regularly translate messages from the
"educa-dh" list and post them on the "hr-education" list, and vice versa.

"Educa-dh" is part of a larger, global initiative by HREA, UNESCO, the
Office of the High Commissioner for Human Rights, IIDH and other partners
that aims at creating a global virtual network of educators and activists
in order to strengthen the human rights education field. We hope that this
Global Human Rights Education Network will eventually consist of eight
regional and multilingual electronic networks that will facilitate
communication and exchange of information, experiences, lessons learned and
resources by overcoming physical and language barriers. We hope to link
approximately 10,000 individuals and institutions active in promoting human
rights world wide, and will keep you informed about future
developments.

You will shortly receive a message in Spanish and Portuguese with more
details and instructions on how to subscribe to "educa-dh". For further
information about the "educa-dh" listserv, please contact the moderator,

Man Guilty of Attempted Murder in Mexican Laborer Attacks Crime: New York
    assaults are blamed on hatred. Defendant covers tattoos in court, wears

RIVERHEAD, N.Y. -- A man accused in an incident allegedly fueled by ethnic
hatred was found guilty Thursday of attempted murder for severely beating
two Mexican day laborers.

Wearing a suit, an American flag tie and a long-sleeved shirt that covered
his many skinhead and swastika tattoos, Christopher Slavin, 29, was
convicted on two counts each of attempted murder and assault.

Slavin showed no emotion as the verdict was read. A second suspect, Robert
Wagner, 19, will be tried later on the same charges. The jury deliberated
for 5 1/2 hours over two days before finding Slavin guilty of luring Israel
Perez and Magdaleno Estrada Escamilla to an abandoned warehouse on Long
Island last Sept. 17 with the promise of work.

The victims said they were taken to a basement, where they were savagely
attacked with a shovel, a post-hole digger and a knife. Perez nearly bled
to death from a deep slash to an artery in his wrist.

Both men, who have since returned to Mexico, gave vivid and poignant
testimony. Estrada Escamilla, speaking with the help of an interpreter,
said he had a feeling something bad was going to happen when the suspects
drove them to the warehouse.

Perez's father, Angel Perez, said in a telephone interview from his
Pleasanton, Calif., home that he was pleased with the verdict.

"This type of behavior should not exist in civilization or in a country
like the United States because this country opens its arms to all the
world," Perez said.

The Rev. Allan Ramirez, an advocate for Mexican workers, was angered by
Slavin's flag tie, calling it an insult to "every civilized person in this
country because that flag stands for justice."

Slavin's attorney, Robert Del Col, said his client debated wearing the $3
tie but decided "the American flag is not something to be ashamed of."

Prosecutor Eileen Powers argued during the trial that the attack was not
about illegal immigration or green cards but about hate.

The case put a national spotlight on immigration issues and problems facing
day laborers nationwide and particularly on Long Island.

Del Col said jurors were swayed by the prosecutor's depiction of his client
as a white supremacist and skinhead.

"I think they [the jury] were bombarded with imagery and prejudicial
testimony, and I think it jaded their ability to objectively review the
evidence," Del Col said. He said he will appeal the verdict.

Del Col focused on inconsistencies between physical evidence and testimony,
and particularly on the lack of any blood found in the basement where the
two victims said the attack occurred.

Blood was found outside the warehouse site. Powers explained the
discrepancy, saying they may have mixed things up because they were busy
fighting for their lives.

Slavin faces a maximum sentence of 25 years in prison on each of the
attempted murder charges.

Racist Ranting Was His Main 'Job'

Before he launched one of the most shocking hate crimes in Long Island
history, Christopher Slavin didn't do much with his life.

The former Pennsylvania resident was a part-time plumber who rarely had
steady work and, at the time of the attack, couldn't even afford to go out
to his favorite German-American restaurant with his white-supremacist
cronies, according to court testimony.

He also dabbled in the hateful rhetoric of a bizarre racist religious sect
called Christian Identity, which preaches on the Internet that all
nonwhites are subhuman and that Jews are linked to Satan.

With this philosophy, it wasn't hard for Slavin to settle on a scapegoat
for the financial frustrations he was feeling - the immigrant day laborers
he thought were stealing work from him and other white Americans.

Slavin even joined a group called the "Hammer Skins," a Long Island gang of
racists who basically hung around, drank beer, made racist T-shirts and
talked about segregation.

Among his fellow travelers was 19-year-old Ryan Wagner, a similarly
underemployed construction worker and Slavin's alleged accomplice in the
Sept. 17 beating.

Wagner, who will soon face a separate trial for his role in the attacks,
insisted in a recent interview that he isn't a racist, although he admitted
he has swastika tattoos.

He admitted he participated in the attacks, although he said he only did it
because he had been drinking and doing drugs the night before.

FBI agents investigate Pemberton Township (NJ) hate crime

The FBI has entered the investigation into last month's attack on a black
couple by two white men who authorities have described as neo-Nazi
skinheads.

Two FBI agents reviewed case documents relating to the arrests of Pemberton
Township resident Brian Nielson, 23, and Henry Baird, 34, an ex-convict who
was a fugitive from New York authorities at the time of his arrest.

The FBI confirmed that its agents have met with local authorities but would
not discuss the nature of their involvement in the case.

"At this point, we're just assisting the local authorities," FBI
spokeswoman Sandra  Carroll said yesterday. "There have been no federal
charges filed at this time in the  case."

Federal authorities would not say yesterday if they were contemplating
whether to  charge Nielson and Baird with civil-rights offenses, which can
result in stronger  sentences.

"I won't confirm or deny that we're investigating," said Mike Drewniak, a
spokesman for  the U.S. Attorney's Office in Newark, "but there have been
cases where the state has  done prosecutions and we've dropped ours, and
vice versa."  Nielson and Baird remain jailed in lieu of $100,000 cash bail
each.

Both men are charged with forcing their way into an isolated bungalow
apartment on  Goodwater Avenue in the Browns Mills section of Pemberton
Township at about 1 a.m.  July 31 and attacking the black couple with
baseball bats as they lay asleep.

The victims sustained cuts and fractures in the assault. Racial slurs were
shouted  during the attack, authorities said.

Nielson and Baird are also charged with threatening a neighbor of the
couple with a gun  before the alleged attack.

Prosecutors have said they consider the assault to be a hate crime.

When the suspects were arrested at Nielson's house on Chicory Street
shortly after the  attack, investigators seized racist materials, including
Nazi flags, CDs of skinhead music  and white supremacist literature,
authorities said.  Both suspects have racist tattoos, including swastikas
and the lightning-bolt emblem of  the Nazi SS. Baird has the word "SKIN"
tattooed across his forehead.

Prosecutors said that if a jury finds the attack was motivated by racial
bias, the  suspects' prison sentences could be doubled.

Court officials in Mount Holly said Nielson has applied to be represented
by the Public  Defender's Office. Baird, who was on parole after serving
time for an assault conviction  in New York, has not applied, they said.

Charles "Shai" Goldstein, director of the Anti-Defamation League's regional
office in  New Jersey, said he could not comment on any ongoing
investigation but was  encouraged by word of the FBI's interest.

"What this underscores is that when this kind of bias crime occurs, with
the clear  indices of their support for white supremacist groups, there's a
significant basis for law  enforcement at every level to be interested in
the case," he said. "It's appropriate, and  I'm not surprised by it."
