 By agreement of the Table of Dialogue and Negotiation, it was planned
 that the two sides would meet last Thursday, August 16, in order to
 continue the discussion on the following themes:  generation of
 employment, reactivation of the economy, cease-fire and cessation of
 hostilities and official recognition in the National Thematic
 Commission of the representation from the peasant and youth sectors.

 As was agreed, we arrived as usual at Villa Nueva Colombia at the
 established time. We were waiting for the presence of the official
 spokespersons of the Government when two government functionaries in
 Los
 Pozos notified us that Dr. Luis Fernando Criales, already in San
 Vicente, sent the message that the meeting had been suspended by
 presidential order and that they must urgently return to Bogota.

 Until now, we do not know what occurred since we have not received ny
 official explanation, nor have any new meetings been arranged.  We want  to
know sincerely if this attitude reflects a unilateral freezing of the
Dialogues on the part of the Government, so that we as well as the public
know what to expect.

 Command of the Jacobo Arenas Column (August 15, 2001)
 The Jacobo Arenas Column of the FARC - People's Army
 communicates the following to the public:

 1. That on July 18 at Ladrilleras del Naranjo, Municipality of
 Silvia, Cauca, our units retained:  Rianer Bruchmann and Thomas and
 Urlich Kuencel, all three of German nationality.

 2. We are collecting the information necessary for us to be fully
 informed about their projects in our country and to define their
 situation.

 3. We consider that any contribution from the international community
 for the socio-economic development of the country must by carried out
 without harming the sovereignty of our nation, and in full view of the
 whole nation.

 4. We reject manoeuvres that try to justify what is called the social
 investment of Plan Colombia, in order to use it as a smokescreen and
 hide the interventionist and militarist essence of this initiative of
 the government of the United States of America.

 5. The understanding and assistance of the international community
 for the county's progress, involves preventing interference by the
 corrupt intermediaries and the abuses of official dirty politics, which
 wound national dignity.
