Communist Party of Vietnam General Secretary Nong Duc Manh said he hoped
that war veterans would promote the revolutionary tradition of the
ancestors.
They should contribute their experiences and mind to the Party and local
administration building cause, particularly adding their opinions to the
amended draft Constitution so as to, together with the whole people,
continue building a socialist State jurisdiction of the people, by people
and for people, he added.
General Secretary Manh was speaking to veteran revolutionary members of
Thang Long (Hanoi) Club on August 29 in a visit to the club on the occasion
of the 56th anniversary of the August Revolution and National Day.
He briefed members about the situation after the Ninth Party Congress,
saying that, at present, all levels, sectors and localities are striving to
fulfil socio-economic targets in 2001. He also said that positive movements
have been seen in both internal and external relations, creating incentive
for further development in the new century.
He also said he wished veteran revolutionaries the best of health and
happiness and to make more contributions to the Party and local
administration building work and the national construction and defence.

President meets mountainous areas' representatives
President Tran Duc Luong received about 200 representatives of revolutionary
families and commune officials from ten northern mountainous provinces in
Hanoi on August 29.
The delegates have been visiting Hanoi during a 'Return to the source with
Uncle Ho' tour.
President Luong praised the meritorious services rendered to the nation by
revolutionary families and the dedication of minority officials in the
northern mountainous provinces.
Acknowledging great contributions made by northern minority people to the
resistance wars for national independence and to the present national
construction, the President expressed his hope that the revolutionary
families and officials would uphold their vanguard role in maintaining
national cultural identities, developing the economy and improving their

NA Standing Committee meets on revised constitution
The National Assembly Standing Committee met in Hanoi from August 23-29
under the chairmanship of NA Chairman Nguyen Van An.
The committee heard draft reports on amendments and supplements to a number
of provisions of the 1992 Constitution and plans to collect public opinion
on proposed amendments to the Constitution.
The amendments would focus on issues relating to the State apparatus,
national economy, culture, education, science and technology with a view to
building and perfecting a socialist juridical State.
The committee agreed that the collection of public opinion about the
amendments and supplements to the Constitution should be conducted in a
process so as to ensure a democratic exercise, responsibility, and mobilise
people's wisdom.
The committee gave suggestions to a draft Law on National Assembly
Organisation (revised) and a draft Law on amendments and supplements to a
number of provisions of the Law on Election of National Assembly Deputies.

Laos wants further co-operation
Lao Deputy Prime Minister Thongloun Sisoulith said he hoped to see more
opportunities for further co-operation in economics and technology between
his country and Vietnam.
The Lao deputy prime minister was speaking with his Vietnamese counterpart
Nguyen Tan Dung in Hanoi on August 29, as he is leading a delegation of the
Lao State Planning and Co-operation Committee on a working visit to Vietnam.
Mr Thongloun also expressed his wish for more investment in Laos
infrastructure.
Vietnamese Deputy Prime Minister Dung briefed his guests on Vietnam's
achievements during the past 15 years of renovation and its difficulties in
market economy development.
The same day, the Lao guest had talks with Vietnamese Planning and
Investment Minister Tran Xuan Gia.
The two sides informed each other of the economic situation of their
respective countries and the bilateral co-operation in trade and investment.
They also exchanged information and experiences in macro-economic and
investment capital management.
They signed a memorandum of co-operation between the two planning and
investment agencies for the 2001-2005 period. (VNA)

Communist Magazine online launched
The Communist Magazine online was launched on the trial basis in Hanoi on
August 29.

Mr Vu Hien, member of the Communist Party of Vietnam and editor-in-chief of
the Communist Magazine spoke about the preparations for and the contents of
the website, including the focus of the month; the Theoretical and Practical
Socialist Construction in Vietnam; Vietnam: overview and events; the World:
events and issues; and new policies of Vietnam.
The magazine�s first online edition also included a letter from its editing
board and introduction about the magazine�s periods of development.
Along with Nhan Dan online, the Communist Magazine online will make an
important contribution to disseminating theoretically and politically
oriented information. The new website will also introduce about the land,
people, tradition, history and culture of Vietnam to international friends
and enhance their understanding of the Vietnamese people and country. The
magazine online will also serve as a front against viewpoints that distort
Marxism-Leninism and Ho Chi Minh's Thought as well as Vietnam�s policies.
Present at the launching ceremony were Mr Nguyen Khoa Diem, Politburo member
and secretary of the Party Central Committee and director of the Party�s
Commission for Culture and Ideology and representatives of ministries and
agencies.

Conference affirms young writers' development
The sixth National Young Writers� Conference ended on August 29 after three
days of working, with participants affirming the new step of fine
development of the country�s literature in the early years of the 21st
century.
The secretary general of the Vietnam Writers� Association, Huu Thinh, made a
closing speech, receiving opinions and aspirations of young writers and
expressing sentiment, belief and attention of the associations� leaders to
young writers. He also said that more attention will be paid to training
work so as to develop the young writers.
Earlier, the delegates paid tribute to President Ho Chi Minh at his
Mausoleum, exchanged with young journalists, Youth Union members and staff
of the newspapers of Nhan Dan (People), Tien Phong (Vanguard), Van Nghe (Art
and Literature), An Ninh The Gioi (World Security), Military Art and
Literature magazine and the Kim Dong Publishing House.
In a visit to Hoa Binh hydro-electric power plant on August 28, the young
writers met with Hoa Binh northern province�s leaders. While here, they also
attended two talks called �Youth�s Poems with Vietnamese Soul� and �Youth�s
Prose with Renovation Implementation.� They contributed their opinions on
the outstanding issues and discussed orientation for their creative work in
the coming time.
The delegates also joined a �Youth�s Poem Night� held at the Hanoi National
Film Centre by the Writers� Association, the Vietnam Television and the
World Security newspaper.

Israeli attack on Palestine a dangerous act:
Foreign Ministry
Israel's attack on the Popular Front of the Liberation of Palestine (PFLP)
and the killing of PFLP leader was a very dangerous and destabilising act,
said Foreign Ministry spokeswoman Phan Thuy Thanh in Hanoi on August 29.
She stressed that the attack did not contribute to peace and security in the
region, but on the contrary, made the situation worse. "The act runs counter
to the Palestine-Israel ceasefire agreement," she added.
Responding to the army paper Quan Doi Nhan Dan correspondent's query about
Vietnam's reaction to Israel's missile attack on the PFLP headquarters and
killing of the PFLP leader on August 27, the spokeswoman said Vietnam had
time and again called upon concerned parties to put an immediate end to
violence, resuming negotiations for an early, fair and sustainable solution
to the conflict. (VNA)

Vietnam, India discuss science-technology exchange
Vietnam and India have reviewed the implementation of scientific and
technological co-operation since March 2000 and worked out agreements for
the future.
The two countries' representatives held the fourth session of the
Vietnam-India Joint Committee for Scientific and Technological Co-operation
in New Delhi, India, from August 20-25.
Vietnam was represented by Deputy Minister of Science, Technology and
Environment Pham Khoi Nguyen while the Indian delegation was headed by
Deputy Minister of Science and Technology S Ramamurthy.
During its stay in New Delhi, the Vietnamese delegation also had working
sessions with a number of other Indian scientific and technological research

Vietnam, Japan meet on co-operation
The Vietnam-Japan co-operation was discussed by Vietnam's Deputy Minister of
Planning and Investment Vo Hong Phuc and Japan's Deputy General Director of
the Foreign Ministry's Economic Co-operation General Department Nishigahiro
at an annual meeting held in Hanoi on August 29.
The discussions focused on Vietnam's economy and its policy on medium and
long-term economic development, Japan's official development assistance
(ODA) and issues relating to the implementation of co-operative programmes
on value-added tax, fighting corruption, and on security.
The two sides also reviewed the disbursement of Japan's ODA capital in
Vietnam and put forward measures to accelerate the process.
During the past ten years, Japan has become one of Vietnam's biggest trade
partners and investors, and the biggest ODA supplier. The total ODA capital
that Japan has pledged Vietnam by the fiscal year of 2000 reached to JP �750
billion, or 40% of the ODA committed by international donors.
The two countries' co-operation has concentrated on five prioritised fields,
including human resource development and institution building, especially
assistance to shifting to a market economy; infrastructure construction;
agriculture and rural development; heath care and education; and
environmental protection. (VNA)

State inspectorate delegation visits Egypt
A delegation of the State Inspectorate led by Director of the State
Inspection Department Ngo Dang Huynh visited Egypt from August 20-29.
During the visit, made at the invitation of Egyptian Administrative Control
Agency (ACA) under a co-operation agreement between Vietnam's State
Inspectorate and the ACA, the delegation exchanged views with Egyptian
colleagues from the ACA on inspection experience and measures to further
promote co-operation between the two sides. The delegation also called on a
number of cultural, economic and tourist sites in Egypt. (VNA)

Water rising fast in Mekong delta
The river water levels in Dong Thap, Long An, An Giang and Kien Giang
provinces are rising rapidly.
The quick rising flood has caused nine deaths, including eight children. It
has submerged 18,000 houses, 106 schools, 10 clinics and over 22 kilometres
of rural roads in upstream districts of An Giang, Dong Thap and Long An
provinces. Five bridges were swept away. The flood has also eroded 18,600
square metres of land area along Tien river belonging to Vinh Hoa, Long An
commune, Tan Chau district, An Giang province.
The flood situation is estimated to be complicated and measures to cope
should be taken to minimise possible consequences.
The Ministry of Public Health has provided medicines to Long An, An Giang,
Dong Thap, Kien Giang and Tien Giang provinces. The ministry is making life
jackets and preparing more medicine for the province when needed. The
ministry has also directed the health services of the provinces to
effectively co-ordinate to transfer people in submerged areas to safer
places.
