From: "contracorriente" <[EMAIL PROTECTED]> Contracorriente: [EMAIL PROTECTED] COMUNISTES de CATALUNYA translates and diffuses from: http://www.lematin-dz.com/ Statement of the Coordinating intercommune of Bgayet The offensive is being prepared. The Coordinating intercommune of Bgayet made public yesterday the synthesis of the perspectives of the Timezrit's meeting structured in local, national and international actions. The first ones, in thirteen points, have the objective to give new encouragement to the popular movement. Among other things, it is to give again energy to the dialogue with the populations of the neighbourhoods and the towns. So by meetings and conferences, blocking the highways and prohibiting the access to the wilaya of the officials, decreeing days of strike of the public administrations. Also retaking the local radios, publishing a weekly magazine of information on the movement. After organizing demonstrations in the capital of the wilaya to demand the education director's reinstatement Mr. Slimani. Besides all the above publishing a book on the black Spring, occupying the public squares by the citizens and to use the national and regional sport competitions to extend the movement to all the wilayas. At national and international level, a national demonstration is foreseen in Algiers the 5th October. The coordinating states that in case of repression, there will be organized a concentration in the Press' House followed by a hunger strike of the inter-wilayas' delegates. Also a call will be made to the citizens for the gradual civil disobedience (not to pay the light bills, the taxes etc.), to incite them to flood the Presidency with mail about claims of El Kseur's platform, directing support messages to the RAJ, to take contact with all the international institutions (ONG, TPI, FIDH, Unesco and others) about the power's abuses and to denounce the Minister of the Interior and the ENTV (Algerian TV). Synthesis Y. F. Taleb and the rebellion in Kabylia " The system is the responsible one" The contradictory versions about the responsibilities in the events of Kabylia continue. After the "foreign hand" of the Republic's President, the different theories of the Minister of the Interior, the "binationals" of religious Matters' minister, now we have Ahmed Taleb Ibrahimi interfering in it. In an interview granted to weekly publication El Khabar El Ousboui, the former-candidate to the presidency of April 1999, develops new thesis on the tragic events suffered by Kabylia. Qualifying the protest of "another chapter of the Algerian drama", he explains that it is the result of the dead end alley where the political class is since 1992". He reaches the following conclusion: " The events of Kabylia are indissociables of the interruption of the electoral process in January 1992. " He doesn't doubt to affirm that these events don't owe to a single person but to an entire system. Judging this last one, he certifies that to want to attribute the responsibility of what has happened in Kabylia to a single person (the Republic's President) is not enough, although this person had the possibility to stop the blood-bath in Tizi Ouzou, Bjaa and Bouira. And he adds: " This person is the result of the system, that existed before him and that pretend to survive after he leaves". For Taleb, the crisis has a double essence, that of a lacking president of the genuineness of the ballot and of a system that stays by means of the force." Commenting on the treatment given to these events by the power, he qualifies it as irresponsible and he speaks of the President who leaves the country in flames to participate in a seminar on AIDS, a Minister of the Interior that makes provocative declarations and a gendarmerie's commander who has not known how to control their subordinates." Discarding the possibility of a foreign plot, Taleb qualifies the political parties, mainly those of the governmental coalition as parties created by the power to deceive the international opinion, unable to contain the anger of the street, and for it there apply to the traditional organizations, in brief to the arouch.
