Party leader highlights national unity
Party General Secretary Nong Duc Manh said that the Communist Party of
Vietnam has always considered the task of building national unity between
all 54 ethnic groups in Vietnam a crucial part of the Party's revolutionary
cause.
Mr Manh also lauded the great contributions made by all ethnic groups to
Vietnam's revolutionary cause as well as the services rendered by those who
have worked to help ethnic minority groupings over the past decades.
The Party leader was addressing a meeting of representatives of all 54
ethnic groups and those who have worked for ethnic minorities across the
country, held in Hanoi on September 8, to celebrate the 55th founding
anniversary of the Bureau of Ethnic Minorities, the predecessor of the
present-day Committee for Ethnic Minorities and Mountainous Areas (September
9).
"Vietnam is a country with many ethnic groups living together in unity as
one national community," Mr Manh said, stressing that "In the past
resistance wars, many people of all ethnic minority groupings laid down
their lives for the fatherland."
"The recent Ninth National Party Congress again affirmed that the issue of
ethnicity in Vietnam and national unity is of great importance to Vietnam's
revolutionary cause," he recalled, adding that the congress also laid
emphasis on the successful implementation of the Party's policy on ethnic
groups on the basis of equality, unity, mutual assistance, and development.
The Party leader called for more efforts to build socio-economic
infrastructure, develop a commodity economy, take care of both material and
spiritual lives, reduce poverty, and preserve cultural identities and
traditions of all Vietnamese ethnic groups.
"Social equity among ethnic groups as well as between the lowland and
highland regions must be boosted, while special attention must be given to
developing struggling areas, particularly those that were bases during
Vietnam's revolution and resistance wars," Mr Manh said. (VNA)

Comprehensive co-operation with China valued:
Party leader
The Party, State, and people of Vietnam now as in the past attach importance
to developing the traditional friendship and comprehensive co-operation with
China, said General Secretary of the Communist Party of Vietnam (CPV) Nong
Duc Manh.
Mr Manh told visiting Chairman of the Standing Committee of China's National
People's Congress Li Peng, who is also a member of the Politburo Standing
Committee of the Communist Party of China (CPC) Central Committee, in Hanoi
on September 8 that Vietnam would do its utmost to constantly consolidate
and develop such fine traditional relations.
He welcomed Chairman Li's visit to Vietnam as a vivid manifestation of the
growing spirit of "friendship, good neighbourliness, comprehensive
co-operation, long-term stability, and future-oriented thinking" that has
been developing between the two countries. He also spoke highly of the great
achievements recorded by the Chinese people in socialist construction under
the leadership of the CPC.
Mr Manh congratulated the CPC on its 80th founding anniversary and expressed
thanks to the Party, State, and people of China for their generous and
valuable assistance to Vietnam.
He asked Chairman Li to convey his best regards to President Jiang Zemin and
other leaders of China.
Chairman Li, for his part, conveyed greetings from CPC General Secretary and
President Jiang Zemin and other leaders of China to General Secretary Nong
Duc Manh. He expressed congratulations to the CPV on its successful ninth
congress and to Nong Duc Manh on his election as general secretary of the
CPV Central Committee. He thanked the Communist Party Central Committee and
the National Assembly Standing Committee of Vietnam for inviting him to
visit Vietnam and for hosting him and his entourage so generously.
Mr Li expressed his joy at re-visiting Vietnam and informed Mr Manh of the
results of his talks and meetings with Vietnamese Party and State leaders.
He also expressed his wish that the Vietnamese people would gain more
achievements in the on-going renovation process, boost national
industrialisation and modernisation, and build a socialist and prosperous
country.
Mr Li affirmed that the Party, State, and people of China attach importance
to consolidating and enhancing the friendship and comprehensive co-operation
with Vietnam on the framework of "friendship, good neighbourliness,
comprehensive co-operation, long-term stability, and future-oriented
thinking" as stated in the Vietnam-China Joint Declaration of February 1999.
He expressed his hope of receiving Party General Secretary Manh in China

Li Peng's visit, special event in China-Vietnam relations: President
The current visit to Vietnam by Li Peng, chairman of the Standing Committee
of China's National People's Congress, is a special event, creating a new
motive to comprehensively boost bilateral relations in the 21st century,
said President Tran Duc Luong.
During his meeting with Chairman Li in Hanoi on the morning of September 8,
President Luong expressed his delight to see that the Parties, governments
and peoples of Vietnam and China have been actively implementing high-level
agreements on the framework of "friendship, good neighbourliness,
comprehensive co-operation, long-term stability, and future-oriented
thinking."
He said: "Vietnam-China relations have been developed both qualitatively and
quantitatively. There are increasing numbers of visits between high-level
delegations as well as continued growth in the exchange of experiences
between ministries, sectors, and localities of our two nations -
particularly experiences in socio-economic development. Both countries have
boosted bilateral co-operation in economics, commerce, culture, education,
and tourism. Vietnam and China have also closely co-ordinated with each
other at regional and international forums."
President Luong said he appreciated China's co-operation with Vietnam at a
time when the latter took the Presidency of the Association of South East
Asian Nations Standing Committee (ASC) and the ASEAN Regional Forum (ARF).
He congratulated the achievements that the Party and people of China have
recorded on their road toward socialism. He said China's development
experiences were of great significance to Vietnam.
The president said he wished for further consolidation and development of
the friendship and co-operation between the Parties, States, and people of
Vietnam and China for prosperity in each country and for peace and
prosperity in the region and the world at large.
Chairman Li Peng, who is also a member of the Politburo Standing Committee
of the Communist Party of China (CPC) Central Committee, expressed his joy
at visiting Vietnam where he could witness great achievements gained by the
Vietnamese people in the renovation process under the leadership of the
Communist Party of Vietnam.
He briefed President Luong on the results of his meetings with Vietnamese
Party and State leaders, saying he believed his visit to Vietnam would
further the friendship and co-operation between the two nations.
Chairman Li stressed that Vietnam and China share similarities in
development policies, making the exchange of experiences highly beneficial
to both countries. He praised the role played by ASEAN, especially Vietnam
in its capacity as the president of the ASC and the ARF, and expressed his
hope that ASEAN would continue to contribute to peace and development in the
region and the world.
Chairman Li took the opportunity to convey best regards from CPC General
Secretary and President Jiang Zemin to President Tran Duc Luong.
Earlier that day, Chairman Li and his wife paid a floral tribute to
President Ho Chi Minh at his Mausoleum.
The chairman received a delegation from the Vietnam-China Friendship
Association Central Committee led by its President Nguyen Canh Dinh.

PM meets Chairman Li Peng
Prime Minister Phan Van Khai warmly welcomed Li Peng, Chairman of the
Standing Committee of the National People's Congress of China and his
delegation currently on an official visit to Vietnam in Hanoi on September
9.
Li Peng, who is also a member of the Politburo Standing Committee of the
Communist Party of China (CPC) Central Committee, said he was delighted by
the Vietnamese people's achievements in their renovation process. "As China
and Vietnam have time-honoured traditional relations and share many
similarities, both countries are led by Communist Parties, are advancing on
the path towards socialism, and carrying out renovation and open-door
policies, they will promote comprehensive co-operation under the motto
'friendship, good neighbourliness, comprehensive co-operation, long-term
stability, and future-oriented thinking' stated in the two countries' 1999
Joint Declaration," he stressed.
Li Peng expressed his belief that the two countries' governments would do
their best to boost comprehensive co-operation with priority being given to
trade, investment and tourism development. More joint ventures will be set
up with China's investment in technique and equipment like the Thai Nguyen
Steel Plant and the Ha Bac Nitrogenous Fertiliser Factory.
Mr Khai expressed his pleasure to meet Li Peng again during his third visit
to Vietnam as Chairman of the Standing Committee of China's National
People's Congress. He thanked Li Peng for his positive contribution to
developing Vietnam-China friendly relations, which manifests his special
feelings towards Vietnam.
Mr Khai thanked the Party, National People's Congress, government and people
of China for their support for and assistance to Vietnam. He said he hoped
that the two countries' leaders would continue giving instruction on strict
implementation of agreements and development of multifaceted co-operation
between the two countries, especially in economy, trade and tourism, for the
target of a two-way trade value of US $3 billion in 2001. (VNA)

Former Party leaders meet Chairman Li Peng
Former general secretaries of the Communist Party of Vietnam Central
Committee, Do Muoi and Le Kha Phieu, received in Hanoi Li Peng and his
entourage on September 7 and 8, respectively.
Li Peng, member of the Politburo Standing Committee of the Communist Party
of China (CPC) Central Committee and Chairman of the Standing Committee of
China's National People's Congress, is on a four-day official friendship
visit to Vietnam from September7.
The two sides had cordial talks at the meetings. (VNA)

Chairman Li Peng visits Quang Ninh
A farewell ceremony was held at the Presidential Palace on the morning of
September 9, in honour of Chairman of the Standing Committee of China's
National People's Congress Li Peng, his wife and entourage, who left Hanoi
for northern coastal Quang Ninh province the same day.
In Quang Ninh province, Chairman Li Peng, his wife and entourage were
received by Ha Van Hien, member of the Communist Party of Vietnam Central
Committee, secretary of Quang Ninh Party's Committee and chairman of Quang
Ninh People's Council; and Nguyen Van Quynh, chairman of Quang Ninh People's
Committee. They were invited to visit Ha Long Bay, a world cultural heritage
site recognised by the United Nations Educational, Scientific and Cultural
Organisation (UNESCO). (VNA)

PM attends highway inauguration ceremony
Prime Minister Phan Van Khai cut the inauguration ribbon of the Vinh - Dong
Ha section of Highway 1 in Vinh City, Nghe An central province, on September
8.
Prime Minister Khai praised the project's management board, contractors and
people of Nghe An, Ha Tinh, Quang Binh and Quang Tri province for their
efforts to put the construction into use according to schedule, contributing
to the country's socio-economic development.
The project to restore and upgrade Highway 1 was funded by the World Bank
(WB) with a total investment capital of US $236.67 million. Of this, US
$195.62 was loaned from the WB and the remainder was contributed by the
Vietnam.
The project includes the restoration and upgrading of 292 kilometres from
Vinh city of Nghe An central province to Dong Ha town of Quang Tri central
province, the repair of 220 kilometres from Dong Ha to Quang Ngai central
province, the repair of 832 kilometres of other highways and other technical
assistance.
Under the project, the road from Vinh to Dong Ha was designed to grade 3
standard with 12.5 metres of road-bed, 12 metres of road width, two 3.5
metre- wide motor lanes and two 2.5 metre-wide lanes for rudimentary
transport means.
To date, the construction of 207 kilometres from Vinh to Quan Hau bridge has
been over-fulfilled.
Also during his trip to Nghe An, Prime Minister Phan Van Khai and his
entourage burned incense in memory of President Ho Chi Minh Ho at the Kim
Lien relic, Nam Dan district.

Border guards help people overcome flood
In recent days, borders guards of Vinh Dieu, Phu My and Tan Khanh Hoa
stations in the southern Kien Giang province have helped people in flood-hit
areas harvest 200 hectares of rice, 100 hectares of vegetables and
strengthen 20 kilometres of roads and dykes.
They have also helped evacuate over 200 households to higher ground. Medical
staff of these stations have also given health care to flood victims.
Several soldiers' tents have been put up for the local people to avoid the
flooding. The border soldiers have also prepared rescue facilities including
lifebuoys, motorboats and medicines so as to be able to promptly deal with
any bad climatic conditions.
