Party leader calls for proper higher education investment
Party General Secretary Nong Duc Manh called for proper investment in the
country's tertiary education system while participating in the ceremony to
kick off the new academic year held by the Hanoi National University (HNU).
Meeting with representatives of more than 2,000 lecturers and 30,000
students of the HNU in Hanoi on September 17, he said that due attention
should be paid to developing Vietnam's higher education system, making it
meet requirements of the national industrialisation and modernisation
programme.
The Party leader highly praised achievements recorded by the Hanoi National
University's staff and students in recent past. He reminded educational
managers to comprehensively improve the quality of education and training
and give incentives to teachers with a view of training a contingent of
young qualified intellectuals for the country.
General Secretary Manh was accompanied by Pham Gia Khiem, deputy prime
minister; Dang Huu, director of the Party Central Committee's Science and
Education Commission; Nguyen Minh Hien, minister of education and training;

President promises more support for Yen Bai
President Tran Duc Luong visited the northern mountainous province of Yen
Bai from September 14-16 and had a working session on its socio-economic
development, especially the implementation of the programme on hunger
eradication and poverty reduction for minority people in mountainous areas.
During this working visit, President Luong also paid special attention to
the implementation of projects on industrial development in a mountainous
province in line with industrialisation and modernisation.
Mr Luong said he highly valued Yen Bai province's contribution to national
development.
Speaking to the province's leadership on production, President Luong
stressed the importance of measures to intensify crop farming and urged the
local authorities to pay special attention to the effective use of forest
land and developing crops suitable to the local soil and weather conditions
to supply materials for the processing industry; and develop its
agricultural and forest production in line with industrialisation and
modernisation.
President Luong visited a number of local household tea farms and production
establishments in Van Chan and Tran Yen districts and Nghia Lo township.

President meets Heroic Mothers
President Tran Duc Luong warmly received Vietnamese Heroic Mothers from Hoai
Nhon district, Binh Dinh province at the Presidential Palace on September 17
during their visit to Hanoi and President Ho Chi Minh's Mausoleum.
The president, on behalf of the Party and State, enquired after the health
and life of the Mothers and expressed the profound gratitude of the Party
and State for the great contributions and sacrifices to the revolution of
the Heroic Mothers of Hoai Nhon district in particular and of Binh Dinh
province in general.
The Mothers, setting a bright revolutionary example, are contributing to
educating younger generations on the patriotic tradition and revolutionary
morality to build the country into a strong and prosperous one.
President Tran Duc Luong reminded local authorities in Hoai Nhon district of
giving further care to the health and life of the Vietnamese Heroic Mothers
and families with great contributions to the revolution. At the same time,
he asked them to urge and strengthen the movement to pay tribute to all
those who have rendered great services to the nation.

PM works with labour confederation
Prime Minister Phan Van Khai had a working session with the Presidium of the
Vietnam Confederation of Labour at the Government Office. Representatives
from ministries and relevant sectors and branches attended the event.
President of the confederation, Cu Thi Hau, made a report on the results of
the co-operation between the government and the confederation in 2000 and
solutions for the remaining problems. She also raised eight petitions of
officials and workers to Prime Minister Phan Van Khai concerning labour
policy, using and exporting workers, accommodation for workers of industrial
and export processing zones, unemployment insurance and stocks and shares
for workers.
The prime minister praised trade unions at different levels and workers for
their positive activities in production in 2000 and in the first months this
year, thus contributing their part to the fulfillment of the national
socio-economic tasks.
The trade unions have paid more attention to improving the life of workers,
actively participated in the activities against social evils and carried out
numerous effective measures in implementing the Party's guidelines and
government's policies, added Mr Khai.
PM Phan Van Khai said he highly valued the efforts of the trade unions in
helping excellent members join the Party. He also asked the trade unions to
promote the Party development at localities and domestic and foreign
invested businesses so as to create more sources for the Party as well as
patriotic movements in the last months in terms of the year's targets and
new enthusiasm for the year 2002. Emulation and commendation work must be
carried out constantly.
PM Phan Van Khai assigned ministries and branches to consider and prepare
the petitions of the confederation to be submitted to the prime minister.

Opinions collected for Constitution amendment
The Bill Drafting Committee for the Amendment of and Supplement to some
articles of the 1992 Constitution held a conference in Hanoi on September 17
after the one for southern provinces held in Ho Chi Minh City.
The conference receiving opinions for the revised Constitution from
ministries, sectors, branches, central mass organisations, People�s
Councils, People�s Committees, legal agencies, research institutes and
universities of northern provinces from Thua Thien-Hue northwards
National Assembly chairman, Nguyen Van An, who chaired the conference,
affirmed that the Vietnamese State is a State of people, by people and for
people. The constitution is a fundamental law of great significance in the
State's legal system. The amendment of and supplement to the Constitution
directly affects the whole society. Therefore, people of all social strata
should contribute their opinions to the issue. The collection of the
people's ideas on the issue is the responsibility of all sectors and braches
concerned. To this end, the collection must be done on the basis of
observing the people�s rights and should be carried out in many forms.
The conference will close on September 19.
* The Vietnam Confederation of Labour received opinions for the Bill
Drafting Committee for the Amendment of and Supplement to some articles of
the 1992 Constitution on September 17.
* Thai Binh province held a conference for provincial agencies to receive
opinions on the revised Constitution.

Mass organisations speak against US 'Human Rights Act'
The Hanoi Union of Friendship Organisations and the Hanoi Peace Committee
have released statements denouncing the US House of Representatives' passing
of the so-called Vietnam Human Rights Act.
In their statements, the two organisations said that the US House
Representatives by issuing the Act interferes in the internal affairs of
Vietnam - a sovereign nation, and runs counter to fundamental principles of
international laws and the United Nations Charter.
"Vietnam's human rights must be built and maintained by the Vietnamese
people," they said, adding that no country or power can on behalf of Vietnam
decide the matter.
The two organisations stressed that the US House did not take into account
Vietnam's human rights when the United States launched a devastating war in
Vietnam and left serious consequences to the Vietnamese people. Meanwhile,
they added, progressive American and world people always gave support to
Vietnam's just struggle.
The two organisations called upon the US people, peace, solidarity and
friendship organisations all over the world to, together with the Vietnamese
people, protest against the unreasonable act.
Nearly 2,000 young people in Ho Chi Minh City have called on their American
peers and the international community to support the annulment of the
so-called 'Vietnam Human Rights Act.'
The Act, which was recently passed by the US House of Representatives,
distorted the real situation in Vietnam, they said at a meeting held in the
city on September 15. "It is an intervention in the internal affairs of an
independent and sovereign country, and a serious violation of the United
Nations Charter and fundamental principles of international laws," they
emphasised.
They asked the US House of Representatives to respect the real situation in
Vietnam and not to issue any statement and act on Vietnam's human rights.
* The Vietnam-US Association on September 17, asked US senators to reject
the so-called 'Vietnam Human Rights Act' in their capacity and in the
interest of the United States.
It also expressed its deep concern over the passing of the act by the US
House of Representatives on September 6.
In a letter sent to the US Senate to which the Act would be submitted, the
association said the act ran counter to the desire of both Vietnamese and
American people to heal the wounds of war.
The association also described the so-called act as a step backward in the
course of reconciliation and development of relations between the two
countries.
'The Act' severely undermined the great efforts made by people from both
countries to normalise relations, build confidence and respect for each
other, and develop the Vietnam-US ties over the past quarter of a century
since the end of the war, the letter continued. (VNA)

War veterans ask regional colleagues to help world peace, development
Vietnamese war veterans called on their colleagues in the Asian-Pacific
region to strengthen solidarity, friendship and co-operation and to
contribute to maintaining peace, stability and development in the region and
the world.
The call was made by Lieutenant General Nguyen Quoc Thuoc, vice president
and General Secretary of the Vietnam War Veterans Association at the 15th
conference of the World Veterans Federation's Standing Committee for the
Asian-Pacific Region held in Singapore recently.
The Vietnamese delegate also asked Asian-Pacific veterans to fight against
the development of a new arms race, the use of military force, and the
separation of nations, religions, and races.
He also expressed Vietnamese veterans' concern about how to overcome
consequences caused by the war, particularly Agent Orange sprayed by the US
in Vietnam.
The conference was organised under the theme 'Veterans for World Peace,' and
was attended by representatives of veterans organisations of 19 countries
and territories in the region.
The Vietnamese delegation had exchanges with others, discussing ways to
strengthen bilateral and multilateral relations. (VNA)
