Jiang, Mubarak Exchange Views on Combating Terrorism, Middle East Peace
Process.

Chinese President Jiang Zemin and Egyptian President Muhammed Hosni Mubarak
Wednesday night talked over phone as requested by the latter.
The two presidents exchanged views on combating terrorism and the Middle
East peace process.
Mubarak elaborated Egypt's position and views on combating terrorism and the
Middle East peace process.
He stressed that the international community should make various joint
efforts to fight terrorism, and he held that the international community
should urge Israel and Palestine to come back to the negotiation table and
move forward the Middle East peace process.
Jiang reiterated the principled stance of China on combating terrorism.
He pointed out that as for the issues on combating terrorism and
safeguarding international peace, both China and Egypt hold that
international cooperation should be strengthened and the role of the United
Nations should be put into full play. China and Egypt are against linking up
terrorism with religion and ethnic problems.
Jiang said: We appreciate the active role played by Arabic countries,
especially by Egypt, in fighting terrorism and safeguarding regional peace
and stability. 
As for the Middle East peace process, Jiang said that the Middle East issue
is very important and it is directly related to world and regional peace and
stability. 
He said China always supports the legitimate right of the Palestinian people
and the just struggle of the peoples of Arabic countries.
He said: We always hold that peaceful negotiation is the only correct choice
for the settlement of the Middle East issue.
Jiang said that under the current situation, it is especially important for
the international community to adopt a more active attitude to push the
Middle East peace process forward, and China supports Egypt to play a
positive role in the Middle East region.

Latest Developments Related to Terror Attacks on US
The following is major latest developments related to the September 11
terror attacks in the United States.
-- U.S. Defense Secretary Donald Rumsfeld said Tuesday that the code name of
the U.S. military buildup in response to the September 11 terrorist attacks
was changed to "Operation Enduring Freedom" from "Operation Infinite
Justice." 
-- Three men on Tuesday were arrested in the central English city of
Leicester on terrorist charges. Reports here quoted a police spokeswoman as
saying that the men, aged 29, 35 and in his mid-20s respectively, were being
held for questioning and their homes were being searched for further
evidence. 
-- The U.S. Defense Department on Tuesday called an additional 1,940 members
of the Reserve troops and National Guard to assist active troops for
fighting against terrorists. They are in addition to more than 10,303 Air
Force Reserve and Air National Guard members already called up since the
September 11 terrorist attacks. The Pentagon has said it expects to call up
as many as 35,500 reservists to help with recovery efforts in New York and
Washington and to bolster U.S. air defenses.
-- A number of people, most of whom are followers of Osama bin Laden, were
reported to have entered Batam Island, Indonesia, after they earlier made a
series of meetings with counterparts from some Asian countries. But there
has been no official statement from the authorities on the report, according
to the Antara News Agency Wednesday.
-- U.S. President George W. Bush has postponed his scheduled visit to three
Asian countries including China, the Chinese Foreign Ministry said
Wednesday. 
-- The American Red Cross will grant up to 30,000 dollars to each family of
those who died or were missing in the September 11 terrorist attacks, the
organization announced Tuesday. The first tax-free payments were already
sent to families Friday to help them with mortgage or rent payments and
funeral costs. 
-- Thousands of angry Afghans on Wednesday set fire to the U.S. embassy
building in Kabul, capital of Afghanistan, according to a report by the
Pakistan-based Afghan Islamic Press (AIP).
-- The Lebanese authority is planning to freeze bank accounts suspected of
being linked to terrorism, Oriental radio reported on Wednesday. Riad
Salameh, governor of the Lebanese Central Bank, was quoted as saying "The
parliament has passed in April 2001 a law to fight against money laundering
and will block accounts suspected of being linked to terrorism."
-- The Pakistani-Afghan border remains closed, but it is still open to U.N.
agencies with wheat supplies, a Foreign Ministry spokesman said.
-- Three Japanese groups have separately protested expected U.S. armed
retaliation for the September 11 terrorist attacks against the United States
and the Japanese government's move to send the Self-Defense Forces (SDF) to
support such military strikes, Kyodo News reported.

Communique of CPC Central Committee Plenum.
 
Following is the full text of the Communique of the Sixth Plenum of the 15th
Central Committee of the Communist Party of China (CPC), which was passed
Wednesday, September 26, in Beijing:
The Sixth Plenum of the 15th Central Committee of the Communist Party of
China (CPC) was held in Beijing from September 24 to 26, 2001.
Present at the plenum were 190 members and 139 alternate members of the CPC
Central Committee. Members of the CPC Central Commission for Discipline
Inspection and leading officials of relevant departments also attended the
meeting as non-voting participants.
The plenum was presided over by the Political Bureau of the CPC Central
Committee. Jiang Zemin, general secretary of the CPC Central Committee,
delivered an important speech at the plenum.
The plenum spoke highly of the speech delivered by comrade Jiang Zemin at
the grand gathering marking the 80th founding anniversary of the CPC,
holding unanimously that Jiang's speech fully reviewed and systematically
summed up the 80 years of glorious history and the basic experience of the
CPC. 
Jiang's speech offered an in-depth explanation of the scientific connotation
of the important thinking of the "Three Represent's," centering on the basic
question of what kind of party will be built and how to build the party
under new historical conditions.
Jiang's speech, which further clarified the historical tasks and targets of
struggle facing the Party in the new century, is a Marxist programmatic
document of great and far-reaching significance in terms of better carrying
out various jobs of the Party and the state.
The plenum fully analyzed the new situation and tasks the Party will face in
the new century, saying that it is timely and necessary for the meeting to
give top priority to the building of the Party style. The plenum passed the
"CPC Central Committee's Decision on Strengthening and Improving the
Building of the Party Style."
The plenum pointed out that China has entered a new development period
during which it will, in a comprehensive way, build a better-off society and
speed up the socialist modernization. Greatchanges have taken place in both
the domestic and international environments for the Party, and in the state
of the make-up of the Party.
To realize its goals of uniting and leading the Chinese people of all ethnic
groups to further promote the modernization construction, fulfill the
reunification of the motherland, safeguard world peace and push forward
common development, the Party should represent the development requirements
of China's advanced social productive forces, the progressive course of
China's advanced culture, and the fundamental interests of the overwhelming
majority of the Chinese people.
It is also imperative for the Party to promote new and great projects
related to Party building, focusing on the two basic historical tasks of
improving the Party's leadership and governing level, and improving the
Party's ability to resist corruption, guard against changes and withstand
risks. 
The building of the Party style is an important component of Party building.
The Party has long attached great importance to the improvement of the Party
style, and has developed and adhered to a number of fine styles over the
long years of revolution and construction, such as integrating theory with

Bush's Postponing Asian Visit Understandable, Spokesman.

China understands US President George W. Bush's postponing his scheduled
visit to the three Asian countries of China, Japan and the Republic of Korea
because of the current situation, a Chinese Foreign Ministry spokesman said
Wednesday. 
Spokesman Zhu Bangzao made the remark when asked to comment on reports that
President Bush has decided to put off his visit to the three Asian
countries. 
Zhu said that the US side notified the Chinese side of this decision Tuesday
night. 
The two sides have agreed through consultation that Chinese President Jiang
Zemin and President Bush will meet in Shanghai, added Zhu.

Bush Modifies Itinerary of Asia Trip
US President George W. Bush will attend the informal leadership meeting of
the Asia- Pacific Economic Cooperation (APEC) forum scheduled to be held in
China's Shanghai on October 20-21 but has canceled other stops of his first
Asia trip, the White House said Tuesday.
"President Bush has modified his planned travel to Asia in October," White
House spokesman Ari Fleischer said in a statement.
Without giving an explanation, Fleischer said Bush postponed his scheduled
stops at Tokyo, Seoul and Beijing.

Colombia's Guerrilla Leaders Escape from Jail.

Two leaders of the 4,500- strong guerrilla group, the National Liberation
Army (ELN), escaped from the Barranquilla Modelo Jail, north of Colombia,
authorities said on Monday.
Intelligence organizations were kept alert to re-capture the escapees, Jesus
de los Reyes and Angel Lopez, whose whereabouts are not known yet, the same
sources told local radio.
According to authorities, De los Reyes and Lopez were allegedly involved in
the hijacking of a flight of Colombian flag carrier Avianca and a mass
kidnapping in the area El Torno last year.
ELN is the Andean country's second largest rebel organization, ranking after
the 16,500-strong Revolutionary Armed Forces of Colombia (FARC).

No Joint Pak-US Military Action Against Afghanistan: Spokesman.
 
Spokesman for Pakistan's Foreign Office Riaz Muhammad Khan on Wednesday
denied the recent press reports suggesting joint military actions by
Islamabad and Washington.
Answering a question at a press conference here, Riaz called them
"speculative reports", saying "there is no joint action or specific
operation which has been placed before the Pakistani government."
"Pakistan can not join any hostile actions against Afghanistan and the
Afghan people", he said.
To another question on possible influx of fresh Afghan refugees, the
spokesman said the Pak-Afghan border will remain closed but open to the UN
aid agencies, especially to the World Food Program.

China Demands US to Immediately Lift Sanction on Chinese Company.

Chinese Foreign Ministry  spokesman Zhu Bangzao says in a press conference
September 25 that China demands the US to immediately lift the sanction
imposed against a Chinese company under the pretext of nuclear
proliferation. 

A reporter asked, on September 1 the US government decided to impose
sanction against a Chinese company for "exporting missile technology to
Pakistan <http://english.peopledaily.com.cn/data/pakistan.html> ", and
whether China wishes the US to lift it.

In his answer Zhu points out it is our consistent principle that Sino-US
cooperation in anti proliferation must be based on mutual respect, trust and
be in consideration of each other. We demand the US to lift the sanction
immediately to create necessary conditions for resuming talks on anti
nuclear proliferation.

Relevant Chinese companies issued a statement on September 5, saying the
above mentioned Chinese company is for civil industrial products and had
been operating within state-approved business scope since its establishment.
In its export business the company had been strictly abiding by state export
regulations. The statement also promises that the company has never engaged
in producing and selling any military equipment, weapon and component parts
to any country.

Urgent: US Embassy Building in Kabul Torched.

The Gulf Arab Jazeera television network said on Wednesday Afghan
demonstrators had set fire to the US embassy building in Kabul.

The Qatar <http://english.peopledaily.com.cn/data/qatar.html> -based channel
showed live pictures from the Afghan capital of smoke rising from what it
said was a building that housed the US embassy.

It said the fire had been started by demonstrators protesting against US
plans to launch an attack on the country in retaliation for the refusal of
the ruling Taliban to hand over Osama bin Laden, top suspect in the
September 11 attacks on targets in the United States

Osama bin Laden's Followers Reportedly Entered Batam, Indonesia.
 
A number of people, most of whom are followers of Osama bin Laden, were
reported to have entered Batam Island, Indonesia
<http://www.peopledaily.com.cn/english/data/indonesia.html> , after they
earlier made a series of meetings with counterparts from some Asian
countries. 

But there has been no official statement from the authorities on the report,
according to the Antara News Agency Wednesday.

Antara quoted Muhammad S., a Muslim activists who is currently living in
Malang in Indonesia's East Java province, as saying that he joined the
activities of Muslim fundamentalist movement.

He said it would be not easy for the United States

forces. 

Osama's fighters are well-experienced in desert warfare and have established
a large working networks with many countries.

"They usually meet for a dialogue in Singapore,  Malaysia or Thailand. Most
of them are militant fighters who are determined to defend Islamic laws in
their life," Muhammad S. said.

The U.S. government said Osama bin Laden had involved in the recent
terrorist attacks on the World Trade Center in New York and the Pentagon in
Washington.
