President Fidel Castro's letter to H.E. Kofi Annan

Havana, October 3, 2001

H.E. Kofi Annan
Secretary General of the
United Nations

Dear Secretary General:

Allow me to express Cuba�s support to your
statements in defense of the principles of
International Law and the role that befall the
United Nations under the critical circumstances
in which the world lives after the attacks against
New York and Washington, last September 11.

I wish to inform you that, in response to your
appeal to the members of the international
community in your statements of September 26
and October 1st to the General Assembly, the
Government of the Republic of Cuba has made
the decision to adhere, such as you have requested,
to the existing twelve international instruments
related to terrorism, three of which Cuba has
already approved and ratified.

In order to expedite the corresponding procedures,
tomorrow, Thursday October 4, the Government will
appeal to the National Assembly of People's Power
that has been convened for a special session to pay
homage to the victims of terrorism in our country,
to ask for ratification of our adherence to the nine
instruments that area in the process of approval
and ratification. The said homage is being paid on
the 25th anniversary of the terrorist act that, in the
proximity of Barbados, blew up in mid flight a
Cubana Airline aircraft taking the lives of
73 passengers on board.

Likewise, our country shall continue its efforts
towards the conclusion of a general and
comprehensive agreement against terrorism
that would truly define such an obnoxious practice
and allow the international community to face up
to it in an efficient, urgent and lasting way, with the
full support of the world public opinion and without
unnecessary, useless and dangerous wars that
multiply violence and hatred among the peoples.

I avail myself of the occasion, Excellency,
to reiterate the assurances of my highest
consideration.
