KEDO, NK to Begin Talks for Delivery of Core Parts



The international consortium for the construction of light-water nuclear
reactors in North Korea will be able to begin negotiations with the North by
the end of the year on the handover of core parts for the reactors as the
United States recently softened its suspicion of the North's willingness to
implement nuclear safeguards, a diplomatic source said yesterday.

``The Korean Peninsula Energy Development Organization (KEDO) will be able
to finalize its draft agreement with North Korea as the United States is
supposed to present its own version soon,'' the source said, noting that two
other KEDO executive board members, South Korea and Japan, have already
submitted their versions.

``It appears that the United States has recently eased its suspicion of
North Korea,'' he said. ``The United States has shown a lukewarm attitude
toward writing a protocol to fix the timing for completion of the reactors
for North Korea, alleging that the North has yet to show its willingness to
abide by nuclear safeguards.''

Under the 1994 Geneva nuclear agreement between North Korea and the U.S.,
KEDO and the North are expected to sign a protocol for the delivery of key
parts for the completion of the reactors.

Korea Electric Power Corp., the main contractor for the North Korean nuclear
reactor project, signed a contract in February 2000 for the completion of
the two reactors by January 2008 and January 2009, respectively.
