North Korea: World Faces War After US-Led Raids

SEOUL (Reuters) - North Korea said on Tuesday the world was facing a
war after the U.S.-led retaliatory strikes on Afghanistan and vowed
vigilance against what it called Washington's hostile policy toward
Pyongyang.
In the first comment on the military action launched on Sunday night,
the North Korean Foreign Ministry said the Communist state opposed
terrorism but armed forces should not be used to aggravate regional
stability and kill civilians.
"The world faces another war," the ministry said in comments
published by the official KCNA news agency.
North Korea, which Washington classifies as a "rogue state" and state
sponsor of terrorism, was swift to condemn the September 11 suicide
air attacks which killed nearly 5,600 people in the United States and
prompted this week's strikes on targets in Afghanistan.
"We hold that the action of the United States should not be a source
of a vicious circle of terrorism and retaliation that may plunge the
world into the holocaust of war," the ministry said.
"The use of armed forces or a war to kill innocent people and
aggravate the regional situation and disturb regional
stability...cannot be justified under any circumstances," KCNA quoted
the North Korean Foreign Ministry spokesman as saying.
NORTH VOWS VIGILANCE
The United States says the strikes are aimed at flushing out the man
it holds responsible for last month's attacks, Saudi-born militant
Osama bin Laden, and the Afghan Taliban government which has given
him refuge.
President Bush has said countries are either with or against the
United States in the fight against terrorism.
Seemingly mindful of this, Pyongyang has reiterated it condemns the
September 11 attacks and said countries may be right to participate
in an international anti-terrorism campaign.
But it has criticized Japan for wanting to change the status of its
self-defense forces, which are constitutionally limited.
The North Korean spokesman said Pyongyang "had done what it was
obliged to do to combat terrorism" but complained Washington still
kept the country on its list of sponsors of terrorism.
"Under this situation the DPRK is following the situation with
vigilance," the spokesman said, using the acronym for North Korea's
official title -- the Democratic People's Republic of Korea.
"The DPRK is proud that it has increased its national defense
capabilities of its own choice in every way no matter what others may
say," KCNA quoted the spokesman as saying.
"The DPRK will closely watch the developments in full readiness to
cope with any case."
It did not elaborate on the North's capabilities. Western military
experts say the North has some one million men under arms. The United
States has 37,000 troops based in South Korea.
South Korea has not reported any unusual military build-up in the
North since the September 11 attacks.
South Korea, which is seeking to improve ties with North Korea
through its "sunshine policy" of gradual rapprochement, has voiced
strong support for the U.S.-led military raids.
