US Puts Additional Restrictions on Cuban Diplomats

U.S. [Further] Restricts Movements of Cuban Diplomats

WASHINGTON, Oct 19 (Reuters) - The United States has restricted Cuban
diplomats in Washington to an area about one-seventh as big as they
were previously allowed to roam, State Department spokesman Philip
Reeker said on Friday.

The restrictions bring practice in Washington into line with the
restrictions which the Cuban authorities have long imposed on U.S.
diplomats based in Havana, he said.

The State Department told the Cuban interests section in Washington
on Wednesday that with immediate effect the Cubans cannot travel
beyond the highway which circles the city at a distance of between
about 10 and 15 miles (16 and 24 km), along with a corridor to Dulles
airport in Virginia, he said.

That amounts to a total of 273 square miles (706 square km),
compared with the 272 square miles (704 square km) permitted to the
U.S. diplomats, he added.

Under the old arrangements, the Cubans could roam around without
restriction for as far as 25 miles (40 km) from the White House,
giving a total area of about 1,960 square miles (5,080 square km), he
said.

The spokesman did not explain the timing of the decision.

In both countries, diplomats and other officials who want to travel
outside the restriction zone have to give the host authorities 72
hours' advance notice and await approval.

Cuba and the United States have not had full diplomatic relations
since the 1960s, after the leftist revolution led by Cuban President
Fidel Castro.

But they maintain large interests sections, staffed by Cubans in
Washington and Americans in Havana.
