Urgent Appeal
The daily suffering of the Palestinian people, in both West Bank and Gaza
Strip is
increasing day after day, even moment after moment, since the beginning of
Al-Aqsa
Intifada. Yet, the Israeli military escalation has reached its peak since
the last few
days. Thus, the Israeli authorities have adopted new arbitrary oppressive
procedures
embodied in storming and reoccupying the Palestinian cities and towns, which
caused an
utter paralyzation of different aspects of the Palestinian life.
Most towns, villages, cities, and refugee camps have witnessed reoccupation;
closure;
siege; curfew; shooting and firing at the citizens; storming and bombarding
residential areas, hospitals and health care centres by using machine and
long-range
guns, resulting in an increasing number of injuries and martyrs. Such
increase was due
to the fact that most cases of injuries reached hospitals were caused by
alive bullets
and most cases were in the upper part of the body.
MOH buildings have not been exempted from the Israeli aggressive procedures,
particularly, in Ramallah. Hence, the Israeli soldiers have stormed and
occupied MOH
headquarter there; MOH employees have been banned from reaching their places
of work;
ambulances carrying the injuries have been prevented from crossing the
Israeli
checkpoints to the hospitals, and, therefore, a Back-to-Back policy has to
be followed
in transferring the injuries. In addition, vehicles of drugs and Oxygen
cylinders as
well as vehicles of medical missions have been impeded from reaching
hospitals and
primary health care centres throughout the Palestinian territories.
Medical teams have been prevented from access to their work in the hospitals
and
prevented from reaching areas outside their place of residence in order to
provide the
necessary routine vaccination to our children. Hence, in some areas such as
south
Hebron, Bethlehem, and Jenin, children have not been given vaccines since
five months,
which warns in the widespread of diseases.
The Israeli authorities have committed lately a wantonly dastardly act in
the West
Bank. Thus, in Qalqilya, two days ago, they stole one of the ambulances
belonging to
the Municipality, and used it in storming the Palestinian towns and cities.
In
Bethlehem, in the city of peace, the Israeli soldiers have killed one of the
citizens
while performing the ritual mass at the Church of Nativity. In Jenin, the
Israeli
forces stormed one of the girls schools firing at the students resulting in
the death
of one and the injury of many others. Even the waste disposal vehicles have
not been
spared from the Israeli aggression. Thus, they have been prevented from
carrying the
garbage leaving the streets of towns and villages covered with massive piles
of
rubbish, and thereby threatening environment and public health.
Such savage blatantly open aggressive procedures and the heinous, flagrant
massacres
committed against the Palestinian people contradict the principles of Human
Rights;
they contradict all international laws and conventions, particularly, Geneva
Fourth
Treaty, and the agreements on treating civilians under war. All atrocious
procedures
of the Israeli Occupation force us, for the sake of the life of our children
and our
people, to speak loudly condemning and rejecting such procedures.
We, at the Palestinian Ministry of Health, and on behalf of the Palestinian
people,
children, women, men, young and old, do ask the United Nations, and UN
agencies, Red
Cross and Red Crescent Societies, International law societies, and all peace
lovers to
intervene immediately in order to stop the bloody massacres and atrocities
committed
against our people, to stop the new occupation committed against our cities
and towns,
to stop the military operations, killing of innocents and children, and to
replace the
unstable and dangerous status quo so that a comprehensive permanent just
peace might
dominate.
