Bush's remarks under fire
     Pyongyang, October 26 (KCNA) -- Some time ago Bush told the lie that
the U.S. wants to have dialogue with the DPRK, but the latter has not
responded to it and said this or that about what the Korean people value
more than their lives. Commenting on his remarks, Minju Joson (paper of
government)today says:
    His remarks prove that he does not know any elementary etiquette and has
no common sense as a statesman, not to speak of a head of state. The DPRK,
therefore, cannot but take a very serious view of them.
    The DPRK-U.S. relations have been cooled down again and the DPRK-U.S.
dialogue came to a stalemate. All this is attributable to the vicious
hostile policy of the Bush administration toward the DPRK.
    The "resumption" of the bilateral dialogue proposed by the bush
administration in June is, in essence, a product of a sinister purpose to
shift the responsibility for the rupture of dialogue onto the DPRK, not for
the resumption of dialogue.
    Now that the U.S. tries to disarm the DPRK, while persistently pursuing
the hostile policy toward the DPRK, the DPRK is not interested in any
dialogue and improvement of relations with the U.S.
    The DPRK cannot remain a passive onlooker to the anti-DPRK behavior of
the Bush administration which has no political sense.
    The DPRK is an independent country where the leader, the party and the
people form a harmonious whole. The people and army of the DPRK never
tolerate any attempt to do harm to it. They hardly repress indignation at
Bush's remarks. They are determined to make him pay dearly for his remarks.
    The Bush administration should make a sincere apology to the Korean
people for Bush's reckless remarks and adopt at least the same stand as
taken by the preceding administration in its last period.
    Only then will an atmosphere for unbiased DPRK-U.S. dialogue be created.
    The DPRK will follow the future attitude of the bush administration.

KCNA on U.S. contradictory and shameless?@argument
     Pyongyang, October 26 (KCNA) -- The United States is insisting on its
very contradictory and shameless argument about the issue of resuming the
DPRK-U.S. dialogue. U.S. ambassador to South Korea Harvard in a seminar held
on October 23 expressed his contradictory stand, when he once again clamored
for the issue of the reduction of the conventional armed forces of the DPRK,
while asserting that U.S. is ready to respond to the dialogue with the north
without any precondition.
    Explaining the reason, he argued that the DPRK's conventional armed
forces are a threat to the U.S. forces present in South Korea.
    Was this prompted by his ignorance or a premeditated plot?
    One cannot interpret this otherwise than a plot.
    The DPRK's conventional armed forces are means for self-defence to
defend peace from the reckless war moves of the U.S. and its followers.
    The U.S. proposed to discuss the issue of the reduction of armed forces
for self-defence hardly acceptable to the other party which is technically
at war with it. 
    This is little short of provoking its dialogue partner in a bid to
torpedo it after spreading the story that it proposed to resume the
dialogue. 
    What the U.S. seeks is to convince the international community that the
DPRK-U.S. dialogue is not resumed because the DPRK refuses the dialogue.
    This is a very trite method unbecoming for the U.S. styling itself a
"superpower". 
    It is the DPRK's stand to develop relations with the U.S. too. But it is
a serious miscalculation if the U.S. thinks the DPRK will accept the
proposal for the dialogue aimed to disarm it.
    The DPRK explicitly states once again that it will further increase its
capability for self-defence to wipe out the U.S. and its followers at one
swoop if they dare ignite a war.
    If the DPRK's conventional armed forces are a threat to the U.S. forces
present in South Korea, the problem will be solved when they pull out of
South Korea. The half century-long history proves that the U.S. forces'
presence in South Korea is a cancer-like threat to the peace on the Korean
peninsula and the stability in northeast Asia.
    It is the typical U.S. gangster-like logic that its aggressor forces
that keep half of the land of other country under its occupation are
"deterrent forces" while the DPRK's forces for self-defence are a "threat"
to them. 
    The U.S. is well advised to clearly understand that the DPRK is not a
party that will accept such logic.

Kim Yong Nam meets Thai youth delegation
     Pyongyang, October 26 (KCNA) -- Kim Yong Nam, President of the
Presidium of the DPRK Supreme People's Assembly, met and conversed with the
Thai government delegation of officials responsible for youth affairs headed
by Krasae Chanawongse who is minister to the prime minister's office
responsible for youth affairs, at the Mansudae Assembly Hall yesterday. The
head of the delegation said that during his stay here he learned a lot,
adding that leader Kim Jong Il is successfully carrying forward the
revolutionary cause of President Kim Il Sung.
    The DPRK is pursuing the peculiar army-first politics, putting the army
forward as the driving force for national development, he noted, and
continued: Thailand hopes that Korea would be reunified at an early date
free from interference of foreign forces.
    He said he would make every effort to boost the friendly and cooperative
relations between the two countries.

Wreaths laid before Friendship Tower
     Pyongyang, October 26 (KCNA) -- Wreaths were laid before the Friendship
Tower yesterday on the occasion of the 51st anniversary of the Chinese
People's Volunteers' entry into the Korean front. Present at the
wreath-laying ceremony were Yang Hyong Sop, vice-president of the Presidium
of the DPRK Supreme People's Assembly, and officials concerned.
    Chinese ambassador to the DPRK Wang Guozhang was also present there.
    A wreath was laid before the tower in the joint name of the Workers'
Party of Korea Central Committee, the DPRK SPA Presidium and the DPRK
cabinet. 
    Wreaths were also laid before it in the name of the Ministry of the
People's Armed Forces, the Ministry of Foreign Affairs, the Ministry of
People's Security, the Ministry of Foreign Trade and the Ministry of
Culture, in the joint name of the Korean Committee for Cultural Relations
with Foreign Countries and the central committee of the Korea-China
Friendship Association and in the joint name of the Pyongyang City Committee
of the WPK and the Pyongyang City People's Committee.
    Working people in the city laid bouquets and flowers before the tower.
    That day the WPK Pyongyang city committee, the Pyongyang City People's
Committee, the Hyongjesan district, Pyongyang, committee of the WPK, the
Hyongjesan District People's Committee, working people's organizations and
Korean People's Army units laid wreaths in the cemetery of fallen fighters
of the CPV in Hyongjesan district.
    Meanwhile, wreaths were laid in the cemeteries of CPV fallen fighters in
Hoechang and Kaesong.
    The Chinese embassy here and the central committee of the Association of
Chinese Residents in Korea laid wreaths at the friendship tower and in the
cemetery of CPV fallen fighters in Hyongjesan district, Pyongyang.

Rimyongsu falls
     Pyongyang, October 26 (KCNA) -- Korea, called the land of golden
tapestry, has many beauty spots, including Rimyongsu falls in Rimyongsu,
Samjiyon county, Ryanggang province. The waterfall, 15m high and 27m wide,
was formed after being covered with the thick whinstone that erupted in the
late third period or the early fourth period of the cenozoic era.
    The underground water, flowing through the cracks of whinstone, comes
out and reaches the rock face to become a waterfall.
    There are five main streams and between them are a number of smaller
falls. The falling water raises a great spray as it clashes against the
rocks below. 
    The waterfalls, like many falls with multiple streams, show a peculiar
and colourful scene blending in with the black rocks revealed between the
streams, the clear lake under the falls and the surrounding forests in every
season. 
    The area is garbed in azaleas in spring, green forests in summer and
golden leaves in autumn. On clear days, water drops spring out, forming a
rainbow by reflecting the sunlight. In winter, the falls are frozen but some
streams continue to flow between the icicles. Water coming out from
underground meets the cold air and turns into mist which forms into frost on
the surrounding trees. It provides scenery rarely seen elsewhere.
    The falls are protected as a living monument for their beauty.
    Above the falls is a pavilion, and nearby are camping sites where
President Kim Il Sung stayed when he marched into the homeland leading the
main force of the Korean People's Revolutionary Army in May Juche 28 (1939).

Confidence building called for
     Pyongyang, October 26 (KCNA) -- Deliberate acts of putting brakes on
the implementation of the points agreed upon at the fifth inter-Korean
ministerial talks are reported from South Korea. In this regard Minju Joson
says in a signed commentary today:
    If the north-south relations are to improve, it is necessary to drop the
conception of confrontation and create an atmosphere of reconciliation and
unity. 
    The south side put the whole of South Korea in a horrifying "atmosphere
of emergency alert" under the pretext of happings abroad. It is shipping
many fighter planes from the U.S. under the pretext of filling up the
"military vacuum," thus escalating tensions.
    Under the situation where tensions are increasing and there is the
danger of war it is impossible to smoothly conduct dialogue.
    This is a serious lesson left by north-south dialogues held in the past.
    The racket of confrontation with the north will not only bar the north
and the south from trusting and getting reconciled with each other but
escalate the tensions and bring a national disaster.
    With nothing can the south side exculpate itself from the blame for
having spoilt the atmosphere of dialogue and exchange.
    The north has already put forward proposals for successfully carrying
out the north-south dialogue and the exchange of visiting groups.
    If the south side sincerely values the spirit of the north-south joint
declaration and has a will to improve the inter-Korean relations, it should
respond to the north's just call at an early date.

Paper calls for strengthening military force
     Pyongyang, October 26 (KCNA) -- Rodong Sinmun today in a signed article
stresses the need to strengthen one's own military force. If a country has
not its own powerful military force, its people cannot discharge their
responsibility and role as an independent driving force for the revolution
and construction nor preserve the Juche character and national identity.
    The independent development of a country cannot be achieved without its
own military force, the paper says, and goes on:
    Independence of the popular masses is guaranteed by military force.
Powerful military force is able to defend independence. The people with weak
military force may be conquered by aggressor forces and reduced to slavery.
    There can be no independence apart from military force.
    Military force is also needed for defending the independence already
achieved. 
    The present international situation makes it incumbent upon the
revolutionary party and people to build up their own military force more
firmly than ever before.
    After the end of the cold war the imperialists are resorting to
arbitrariness in the international arena to model the world order to their
pleasure. they use a military offensive if their brigandish demands are not
met. 
    That is why the countries and nations which value independence should
build military force strong enough to cope with any aggression by the
imperialists. so do small countries. this is proven through a lesson of
history and the present reality. Revolutionary parties and peoples and small
nations should make every effort to have their own powerful military force.
    First of all, they should build and develop an independent national
defence industry so that they may provide against any military situation on
their own initiative and frustrate and defeat the imperialists' invasion
with counter-attack.
    In particular, they should concentrate on developing science and
technology, which helps arm their army and people with sophisticated weapons
and defend the sovereignty of their country creditably.
    And they should have powerful military means for defence and offensive.
    So justifiable are the DPRK policy of attaching importance to military
affairs, the line and principle of building the self-defensive revolutionary
armed forces and the Korean way of military counter-action.
    When the revolutionary parties and peoples build powerful military
force, the imperialists dare not commit aggression and war against them.

New porous silicon infrared detecting element
     Pyongyang, October 26 (KCNA) -- Korean scientists and technicians in
the field of electronic industry have established the process of making a
porous silicon infrared detecting element. The detecting element is made
through the simple process of anodic oxidization, not going through the
complicated process of semiconductor production.
    As it is based on material Si, not such expensive materials as Bi, Te,
Ge, the cost price is cheap and quality exponential coefficient is 5-10
times that of the former thermal material.
    The melting point of Si is 1,450 degrees celsius. It has a great
advantage as a thermal sensing element.
    The wide application of porous silicon infrared detecting element helps
settle technological problems so satisfactorily that it is of great
significance in different sectors (temperature and infrared light
measurement) of the national economy.

Paper calls for holding higher banner?@of national independence
    Pyongyang, October 26 (KCNA) -- Rodong Sinmun today in a signed article
calls for holding higher the banner of national independence to achieve
national reunification. Through the efforts made in a little over one year
since the adoption of the historic June 15 North-South Joint Declaration,
the Korean nation is convinced that the banner of national independence is a
great banner the Korean people in the north and south should always raise
high in their struggle for national reunification, the article says, and
continues: 
    The national reunification promises national dignity, honor, development
and prosperity. 
    In order to reunify the country and demonstrate the national dignity and
honor to the world it is necessary to continue holding aloft the banner of
national independence.
    The U.S. imperialists, the author of Korea's division are resorting to
vicious anti-DPRK, anti-reunification moves in a bid to keep the Korean
nation divided and fish in troubled waters.
    The fiction of the "missile threat" from someone peddled by the bush
administration is aimed to cool down the favorably developing inter-Korean
relations and egg anti-reunification elements in South Korea on to dampen
the desire for independent reunification.
    The right-wing conservatives of South Korea have also become ever more
undisguised in their moves against reunification.
    Taking advantage of the tense situation created after the incident in
the U.S. in September, they are openly opting for escalating confrontation
and tensions. 
    The prevailing situation calls on the Korean nation to hold the banner
of national independence higher than ever before.
    It should frustrate the moves of the outsiders and anti-reunification
forces under the banner of national independence.
    Now is the time for the whole Korean nation to intensify the movement
for reunification under the uplifted banner of national reunification. Every
Korean who loves the country and nation should turn out in the sacred
struggle for independent reunification, regardless of ideology and system,
political view and religion and fulfil his responsibility and role as part
of the driving force of the movement for reunification.
    Those with strength devoting their strength, those with knowledge giving
their knowledge, those with money donating their money, all should make a
tangible contribution to the struggle for national reunification.
    It is a way for the nation to survive and achieve reunification to hold
high the banner of national independence.
    All the Koreans in the north and the south and abroad should wage a
vigorous struggle for the implementation of the June 15 North-South Joint
Declaration under the uplifted banner of national independence and thus
bring earlier the day of independent reunification.

numero de hoy, inserto un comentario denunciando las maquinaciones de las
fuerzas belicosas estadounidenses encaminadas a formar brigadas de combate
movil. el comentario senala:
    se dice que ee.uu. formara hasta el ano proximo dos brigadas de combate
movil que han de ser enviadas con urgencia al frente de corea en el "caso de
emergencia" en la peninsula coreana. estas brigadas dotaran de modernos
carros blindados de alta movilidad y equipos de mando y control de punta
para jugar el papel de la unidad de golpe movil en la guerra coreana. estas
brigadas se trasladaran dentro de 4 dias al frente coreano cuando estalle la
guerra en esta peninsula.
    esto demuestra que ee.uu. hizo un hecho consumado la provocacion de
guerra coreana y se esfuerza por hacer mas perfectas sus fuerzas armadas
agresivas. 
    lo principal en la preparacion de ee.uu. para la agresion a corea es
elevar la movilidad y la densidad de la fuerza de fuego para lograr la

sudcorea (fdns) hizo publica el dia 19 una declaracion de denuncia a los
estados unidos que maniobran para establecer el sistema de "defensa
antimisil" acusando a la rpdc. la declaracion senala:
    ee.uu. se propone establecer el sistema de "defensa antimisil" para
asestar un golpe anticipado nuclear a la rpdc que constituye obstaculo para
la realizacion de su estrategia de supremacia mundial, exterminar a toda la
nacion coreana, monopolizar misiles nucleares, y aventajarse a las potencias
y dar una fabulosa ganancia a sus consorcios de industria belica.
    ee.uu. toma la peninsula coreana como foco de la guerra nuclear del
mundo. asi fija el mar este de corea como primer campo de prueba de dicho
sistema y maniobra perversamente para ubicar dos destructores "aegis"
cargados de 30 misiles antibalisticos de tipo ultramoderno.
    ayer debido a ee.uu. la nacion coreana sufrio la calamidad de la guerra
de 25 de junio y ahora tambien corre peligro de sufrir catastrofe nuclear.
pero el pueblo coreano no puede estar con los brazos cruzados al respecto.
    ee.uu. debe poner de inmediato fin a su anacronico y antietico
establecimiento del sistema de "defensa antimisil" y retirar sin demora sus
armas mortiferas y tropas de sudcorea.
    las autoridades sudcoreanas deben portarse con prudencia, bien
conscientes de que al cooperar con ee.uu. en ello no tendran nada mas que la

capitalista
     pyongyang, 26 de septiembre (atcc) -- el diario "rodong sinmun" en un
articulo de hoy senala que en la actualidad detener la penetracion
ideo-cultural de los imperialistas se presenta como una seria cuestion para
defender el poder estatal y los intereses de la nacion. el periodico senala
que esta penetracion es una forma de la agresion e intervencion que se
perpetran bajo el rotulo de la "cooperacion" y el "intercambio" y subraya
que los imperialistas tienen la estrategia de lograr a traves de esta
penetracion reaccionaria el dominio del mundo que no pudieron alcanzar con
la bomba atomica y dolares.
    los bienes materiales destruidos por la guerra pueden restablecerse,
pero la destruccion ideo-espiritual no se puede recuperar por nada, asevera
el articulo y continua:
    la nocividad de la penetracion ideo-cultural de los imperialistas reside
en que esta destruya sin piedad la excelente nacionalidad de cada pais y
convierta a las masas populares en mutilados espirituales.
    en la sociedad socialista la idea y cultura hacen de los hombres
poseedores de los nobles rasgos espiritual - morales y contribuyen a la
educacion de sentimientos de ellos y en la capitalista sirven de un veneno
que fomenta la suntuosidad y la vida degenerada y depravada y dana la sana
idea y moral de la gente.
    debemos fortalecer la educacion ideologica entre los habitantes y
desplegar sin tregua la lucha por rechazar la penetracion ideo-cultural de
los imperialistas. 
    para este fin debemos cerrar hermeticamente todas las vias de
infiltracion de la idea y la cultura en cuestion e intensificar la lucha por
erradicar los elementos no socialistas que carcomen nuestro regimen
socialista. 
    la leccion historica demuestra que frustrar con la superioridad y el
poderio de la idea y cultura socialistas, las conjuras de penetracion
