Mullah Abdul Salam Zaeef told a news conference that the United States was ignoring the principle of innocent until proven guilty in its demand that the Taliban hand over Saudi-born militant Osama bin Laden, chief suspect in the September 11 attacks on the United States. U.S. raids were targeting electricity plants and bridges in the southern city of Kandahar, he told a news conference. The death toll had risen to 1,500, he said, but gave no breakdown.
