Jim Gibney says the move was an IRA leadership initiative, which was "leadership led". Mr Gibney is a member of Sinn Fein's ruling executive. General John de Chastelain, head of the international decommissioning body, is expected to have more talks with the IRA representative as part of the developing process. According to the BBC's chief security correspondent in Belfast, Brian Rowan, it was weapons concealed in one of two dumps deep in the Irish Republic, and previously examined by government-appointed inspectors, which were destroyed. A Sinn Fein councillor in Monaghan has resigned in protest at the decommissioning and republicans have confirmed considerable unease among the membership, but insist there will be no split. Mr Gibney, a former IRA prisoner, said: "With IRA blood in my veins, my heart was telling me that the IRA should not have done what they did. They didn't need to do it. But my head was telling me something else, that they had to do it, that the peace process had to be saved." The Provisionals he claimed, had re-written Irish history. He added: "They turned history on its head, and in doing so they turned the IRA upside down as well."
