Nepali Govt's Peace Talks With Guerrillas Ends Inconclusive

  KATHMANDU, November 14 (Xinhua) -- The third round of peace
talks between the Nepali government and the ultra-leftist
guerrillas concluded here late Tuesday night without reaching any
agreement to end the six-year long guerrillas insurgency, The
Rising Nepal said Wednesday.

   The guerrillas remained adamant on their demand to form an
interim government thereby conducting elections for the
constituent assembly while the government denied the demand,
contending that the guerrillas' demand can be fulfilled through
the present constitution, the official English daily said.

   "We insisted on dissolving the constitution and forming an
interim government thereby conducting election for the constituent
assembly, which the government negotiators categorically denied,"
the daily quoted Krishna Bahadur Mahara, chief guerrillas
negotiator, as saying.

   Chiranjivi Wagle, the government chief negotiator, said since
the guerrillas had withdrawn "the demand of establishing a
republican state, other demands can be fulfilled by present
constitution and we denied to go for the constituent assembly."
   However, both sides said the talks had not deadlocked as yet
and agreed to hold more talks in future.

   Wagle said the government can sit for the next round of talks
at the end of November and the date and venue will be finalized
after consulting the guerrillas side.

   The government and the guerrillas have held two rounds of peace
talks since August this year in order to find a peaceful solution
to the six-year-long guerrillas insurgencies that have claimed the
lives of about 1,800 people, including policemen, guerrillas
members and civilians,  since 1996.

    During the first two rounds of talks, the guerrillas demanded
the establishment of a republic state, a new constitution and an
interim government to see the transition of power while the
government made it clear that abolition of the Constitutional
Monarchy and democracy was not possible under any circumstances.
 
   The guerrillas backed down from their earlier demands to focus
on establishing an interim government during the third round of
talks that began Tuesday afternoon.
