Chinese Premier Holds Talks with Moldovan Prime Minister.

trade cooperation between China and Moldova.

During talks with visiting Moldovan Prime Minister Vasile Tarlev in the
Great Hall of the People, Zhu pointed out that the two countries should
continue their efforts in four areas of cooperation.
The four areas are: giving full play to the role of the mixed Sino-Moldovan
economic and trade committee that will hold its second meeting in Beijing
next year; encouraging state-owned enterprises and companies of both
countries to contact each other directly; strengthening promotion and
increasing the popularity ofboth countries' products in each other's market;
and exploring thepossibilities of cooperation under multilateral economic
frameworks such as the World Trade Organization.
Zhu said that he highly appreciated the smooth development of bilateral
relations since China and Moldova established diplomaticrelations in January
1992. 
He noted that during Chinese President Jiang Zemin's visit to Moldova in
July, the two countries had signed a joint statement and set the guideline
and principles for the development of bilateral relations in the future.
Chinese Premier expressed the wish that the governments of the two countries
would follow the principles of the joint statement and carry out the
consensus of their respective state leaders.
He said that China is ready to maintain high-level contacts, and expand
exchanges and cooperation with Moldova in various fields.
He reiterated China's consistent support for the efforts the Moldovan
government has made to safeguard national independence and integrity of its
sovereignty and land. China hopes that the issue of the left bank of the
Dniester River will be resolved through peaceful means at the earliest
possible date. 
He said that he hoped that Moldova would realize its unificationas soon as
possible. 
Tarlev said President Jiang Zemin's visit to Moldova has helpedpromote the
bilateral relations to a new level. He highly praised the friendly
cooperation between the two countries on the international stage, and their
joint efforts to combat separatism and power politics.
Tarlev reiterated the Moldovan government's stance of "one China" on the
Taiwan issue. He also invited Premier Zhu to visit Moldova at a convenient
time. 
Following the talks, Zhu and Tarlev attended the signing ceremony of
documents on bilateral cooperation concerning viticulture and wine
production, and on cooperation between the ministries of justice of the two
countries.

Jiang and Putin Hold Phone Conversation.

Both Agreed UN Should Play More Positive Role on Afghanistan issue

On the Afghanistan issue, Putin hopes that the United Nations (UN) can play
a more positive role and expressed that the future Afghan government should
have a broad base including all ethnic groups and factions in the country.

Jiang said that the most important thing at present is to encourage all
circles of Afghanistan to establish a transitional administration as early
as possible, and China holds that the future Afghan government should be
broad-based and represent the rights and interests of all ethnic groups in
Afghanistan. 

China supports the resolution passed by the UN Security Council on the plan
for the establishment of a transitional administration in Afghanistan, and
the UN's leading role in solving the Afghanistan issue, said Jiang.

Both expressed that China and Russia will further strengthen their
cooperation in anti-terrorism, holding that the first meeting of the
Sino-Russian anti-terrorism working group scheduled for the end of this
month in Beijing will be of significance for strengthening bilateral
strategic cooperation.



Jiang: Terrorism Hurts Human Rights

President Jiang Zemin told United Nations High Commissioner for Human Rights
Mary Robinson November 9 that terrorism poses a grave threat to
international peace and security, and also seriously infringes upon human
rights. 

China opposes terrorism of any form and it firmly supports anti- terrorism
resolutions of the UN, Jiang said, stressing that the United Nations should
play its rightful role in resolving the issue in Afghanistan.

Chinese President Meets Equatorial Guinean President.

Chinese President Jiang Zemin met with visiting President Obiang Nguema
Mbasogo of the Republic of Equatorial Guinea at the Great Hall of the People
Monday. Both sides recalled the long standing friendship and cooperation
between the two countries and reaffirm the determination on further
cooperation and supports.


Jiang firstly extended a welcome to Obiang, who has already visited China
three times. 

China's support appreciated: Obiang

Obiang said that China has been a friend of Equatorial Guinea  ever since
the independence of the African country.

He expressed his gratitude for China's support in the past as well as for
China's setting up of the China-Africa Cooperation Forum for aiding African
countries. 

Common ground shared by the two countries

He said that Equatorial Guinea shares much common ground with China in
dealing with international affairs.

He expressed the hope that his current visit would help expand cooperation
with the Chinese side, especially in the fields of trade and economy.

Obiang also extended his congratulations to China for restoring its exercise
of sovereignty over Hong Kong  and Macao.

China's reunification expected

He said he hoped that China would realize its reunification as soon as
possible. 

He added that his country will always support the standpoint of the Chinese
government on the reunification issue.

Friendship well established: Jiang

Jiang said that China and Equatorial Guinea have supported and earnestly
cooperated with each other since the establishment of bilateral diplomatic
relations 31 years ago.

In recent years, the friendly cooperation between the two countries has
shown a new momentum of development, Jiang said.

China is keen to help developing countries, including Equatorial Guinea, to
the best of its ability, he said.

The Chinese government has decided to provide Equatorial Guinea with
interest-free loans, he revealed.

Further support offered

In accordance with the promise made by China during the China-Africa
Cooperation Forum, the Chinese government has decided to exempt Equatorial
Guinea from some of its debts owed to China, Jiang said.

He also said that the Chinese side wants to make concerted efforts together
with the Equatorial Guinean side in developing a friendship featuring
long-term stability as well as equality and mutual benefit.

Principled viewpoints on anti-terror

In addition, Jiang briefed the visitor on China's principled viewpoints on
anti-terror and the Afghan issue.

In the meantime, China and Equatorial Guinea have signed three official
documents on loan provision, debt exemption and agricultural cooperation.

Tenth 5-Year Plan of Industrial Structure Adjustment Published.

China State Economic and Trade Commission Friday published the "Tenth
Five-year Plan of Industrial Structure Adjustment". According to the plan,
the annual growth of industrial production is expected to reach about 9
percent during the "tenth five-year plan" period.

adjustment as the main theme while covering the whole of industry. It is
China's first mid-term planning program in the new century.

As a general program of the "tenth five-year plans" the plan includes 14
industries published as follows: machinery, automobile, metallurgy,
nonferrous metal industry, petroleum, petrochemical, chemical industry,
medicine, coal mining, building materials, light industry textiles, electric
power and gold. 

According to the plan, the general quality of China's industry will be
obviously improved, international competitiveness and ability of sustainable
development will be largely strengthened, and, the annual growth of
industrial production is expected to reach about 9 percent during the "tenth
five-year plan" period.

The structural adjustment will mainly start from following six aspects:

To improve the utility of state-owned capital through quickening the
adjustment of national economic distribution


To strengthen international competitiveness by updating and perfecting the
industrial structure


To improve the structures of enterprises by way of developing large
companies and enterprise groups


To further implement the strategy of the massive development in western
regions so as to promote coordinated development of regional economy


To lay stress on energy saving, advance the comprehensive use and full
implementation of the sustainable development strategy


To promote industrialization by informationization.

Northern Alliance, U.N. Agree to Hold Talks in Bonn.

of Afghan factions in Bonn, Germany to discuss the formation of a
post-Taliban government, the alliance's Interior Minister Yunos Qanoni said
Monday.

Qanoni announced the meeting following a meeting with U.N. envoy France  sc

The United Nations has called for a gathering of all Afghan factions in
order to pave the ground for the setting a post-Taliban government which the
U.N. says must be a broad-based and represent all Afghan ethnic groups.

Qanoni gave no date for the gathering, saying only that it will be held in
the near future.

Yugoslav FM Warns Kosovo Leader Not to Seek Independence.

In a statement, Svilanovic first congratulated LDK on its victory in the
election, but then told the moderate ethnic Albanian leader that an
independent Kosovo was "out of the question."

At a press conference in Pristina, the Capital of Kosovo, LDK President
Rugova declared that he would be the first President of Kosovo after his
party won the election.

>From the first day in his presidency, he would set the independence of
Kosovo as his priority task, Rugova said.

Svilanovic emphasized that two documents, Resolution 1244 of the UN Security
Council and the joint agreement signed by Haekkerup, the Special
Representative of the UN Secretary-General for Kosovo and Nobojsa Covic,
President of the Kosovo Coordination Center, ensured the integrity of the
territory. 

On Saturday, the 120-member parliament election was held in Kosovo, the
first since the province was placed under UN administration in 1999
following NATO air strikes.

The unofficial results released by the delegation of the Organization for
Security and Cooperation in Europe showed that the Democratic League of
Kosovo captured 44.7 percent of the votes, followed by the Democratic Party
of Kosovo led by former guerrilla leader Hashim Thaci with 23.7 percent of
the votes, a coalition of Serb parties with 10.1 percent and the Alliance
for the Future of Kosovo with 8.3 percent.

Colombian Rightist Rebels Kidnap Six Mayors to Bar Guerrilla Meetings.

The right-wing United Self- Defense Forces of Colombia (AUC) has kidnapped
six mayors of northwestern cities in the country, claiming not allow their "
dialogue" to continue with the National Liberation Army (ELN), the second
largest guerrilla group, official sources said on Monday.

The abducted mayors are those of Guatepe, Marinilla, San Luis, Carmen de
Viboral, Penal and Granada. They recently held a " humanitarian meeting"
with ELN's representatives. All the towns are in the Antioquia province.

In a letter the paramilitary AUC sent to the Antioquia governor, Guillermo
Gaviria, the organisation assumed responsibility for the abduction, saying
it will be in charge of their security.

"We don't accept regional talks with the ELN bandits," the rightist
paramilitary organization indicated in the message.

Last Friday, the Colombian government also warned a group of mayors of the
Antioquia province not to continue holding regional meetings with guerrillas
"without the authorization" of President Andres Pastrana.

This warning was issued by the government High Commissioner for Peace,
Camilo Gomez, after a meeting with 15 of the 23 mayors of this province, who
had allegedly signed an agreement with the ELN four weeks ago to withdraw
police headquarters from the urban areas of their municipalities.

At the meeting between the mayors and the ELN, the leftist rebels committed
not to attack the municipalities during a six- month period.

The 23 mayors have said on many occasions that they had no accords with the
rebels and the meeting was only "humanitarian" in nature.
