November 2001
In this issue:
Uncivil war in Washington, politics in the name of the
Prophet, land of the not so free, Russia's win-win deal,
myth of the stock market terrorists... plus the Scots take
back the land, the French keep God without religion, the
Italians spin fascist fantasies and Kofi Annan battles for
the right to food...

THE FRAGILE SUPERPOWER
Uncivil war in Washington *
by our special correspondent PAUL-MARIE DE LA GORCE
After more than a month Kabul has fallen. Washington has
been conducting a campaign by proxy in Afghanistan,
deploying US missiles, bombs and coalition special forces
to lead and back the Northern Alliance advance against
the Taliban militia and its international brigade. The
military advance has outpaced the politics; the mostly
Uzbek and Tajik Alliance does not represent the majority
Pashtun population of Kabul and the south; Osama bin
Laden still remains visibly invisible. And there are deep
divisions in the US over its plans for the future, if
any.
Translated by Harry Forster

US: no longer the land of the free *
by MICHAEL RATNER
In the near-panic in the US after the terrorist attacks,
there were arbitrary arrests, detentions, and new
legislation introduced which will easily be misused
against radicals and dissidents.

UN: the end of collective action *
By MONIQUE CHEMILLIER-GENDREAU

UNBALANCING POWER FROM THE GULF TO CHINA
Afghanistan: the fault lines *
by VICKEN CHETERIAN
Afghanistan is, as it always has been, at the centre of
an intercontinental web of geopolitical confrontations,
nationalist struggles, terrorism, drug trading and
disputes over the extraction and export of oil and gas.
Translated by Malcolm Greenwood
Uzbekistan's rising star *

TERRORISM AND ISLAMISM
Politics in the name of the Prophet
by RIC ROULEAU
The West, in ignorance and suspicion, has confused and
simplified the many kinds of political Islam, and
presumed a false link between terrorism and the religion
of Islam.
Translated by Luke Sandford

A SHORT HISTORY OF BIOWEAPONS
US: the bacteria option *
by SUSAN WRIGHT
Before September the US refused to sign the protocol for
the convention banning biological weapons. Now, terrorist
anthrax spores (whether foreign or domestic in origin)
arrive in the mail.

CHASING TERROR'S PAYMASTERS
Clean money, just a little soiled *
by IBRAHIM WARDE
The terrorist strikes cost a fraction of the price of the
payload of a single B52 bomber. And they were funded
through the simplest of money transfers. How effective is
financial regulation?

WASHINGTON CONSENSUS V. THE RIGHT TO FOOD
UN: still hungry to bed *
by JEAN ZIEGLER
The FAO had to cancel the second world food summit which
should have been held this month. Yet 800m people in the
world do not have enough to eat. If the present economic
order does not change, it will stay that way.
Translated by Malcolm Greenwood
FUTURIST FANTASIES OF THE FAR-RIGHT
Italy: fascist sci-fi *
by VALERIO EVANGELISTI
Demonstrations at the G 8 summit in Genoa and a brutal
response by the authorities put Italy in the news. But
Italians are increasingly turning away from politics. In
this vacuum, the far-right has co-opted the fantasy genre
to express its darkest dreams.
Translated by Barry Smerin
LAND REFORM AND NATIONAL IDENTITY
Scotland plc
by ALASTAIR McINTOSH and VRNE NICOLAS
A major land reform bill is passing through the Edinburgh
parliament. Off-shore islanders are now buying and
managing their land and within a decade, the country will
be owned and run quite differently.

A SECULAR SOCIETY
France: true unbelievers *
by DOMINIQUE VIDAL
Half the population of France no longer belongs to a
church, synagogue or mosque. Are they totally without
religious beliefs? Or just the latest to secede from the
institutions of religion?
Translated by Harry Forster
Believers and almost believers *
