BIOLOGICAL SECURITY SYSTEM IN CUBA
A national biological security system is functioning in Cuba,
with four legislative texts on the theme, plus others in
preparation, concerning technical inspection regulations,
construction of installations that could endanger nature, and
control of this type of organization.

In the end, only the United States did not join the
biodiversity convention. The U.S. representatives argued that
there were too many trade restrictions on living organisms,
making it inconvenient in a nation which grows the most
commercially-used genetically modified crops.

Likewise, the U.S. government has blocked the advancement of
negotiations of the Verification Protocol in the framework of
the International Convention on Biological and Toxic Weapons
promoted by the United Nations disarmament department. The
U.S. justification was that verifications are not possible.

MIAMI SCHOOL CHIEF ROGER CUEVAS FIRED
The troubled administration of Roger C. Cuevas ended Wednesday
as the Miami-Dade School Board, citing his continued ``lack of
leadership,'' voted 6-3 to fire him as the superintendent of
the nation's fourth-largest school district.

Cuevas -- whose 58th birthday was Wednesday -- will remain in
his job until after the next board meeting, on Oct. 24. At
that time the board plans to name an interim superintendent
and launch a national search for a permanent one.

Cuevas, a 32-year school system veteran, has the option of
accepting a buyout worth more than $600,000, or taking a
demotion to deputy superintendent.
