Restoring the peace

THE diabolical attack on civilian targets in the United States
has struck hard at the sensibility of men and women throughout
the world. The Cuban people, subjected to absurd aggression
for 42 long years, including acts of terrorism that resulted
in thousands of dead and wounded, have been particularly
distressed by this horrific tragedy.

We have witnessed with deep concern how acts of terrorism are
multiplying and becoming more acute, from the indiscriminate
bombing of the Serbian population to the attack on the World
Trade Center in New York. Everything would seem to indicate
that the cold war and the potential confrontation between
"capitalist" and "communist" countries has been followed by an
escalation of armed attacks in the Middle East, Africa, Asia,
Latin America, Europe and now the United States. Adding
together the effect of those conflicts from the end of World
War II to date, they are in fact barely different from the
results of a veritable world conflagration.

However, one characteristic that stands out in this tragedy is
its illegal character, at a far remove from the international
order established with such hope at the end of World War II.
These terrible episodes have been eroding the system of
international institutions that emerged as a result of the
last great war, gradually converting them into obsolete
instruments able to resolve very little or nothing in the
economic, political or social fields. And they are being
heeded less and less.

In the eyes of a serene and impartial observer, that process
of violent and tragic acts leading to the loss of human life
is increasingly taking on a definitively terrorist nature,
given their bloody nature and unjust causes, in which it is
impossible to define who is in the right or wrong. Without
awaiting a final outcome as was the case at the end of the two
world wars, nobody can ignore the dimensions of the terrible
butchery that these terrorist campaigns are producing,
especially in terms of civilian, female and child victims.

When a catastrophe occurs such as the recent disasters in New
York and Washington, all efforts are mustered into organizing
rescue operations. However, I believe that this latest
terrorist episode, which cannot be simply disconnected from
preceding ones, has marked the moment when we should
concentrate all the forces of reason and will on a priority
objective: restoring the peace.

It could be said that, like the ozone layer, peace is
disappearing from the face of the earth.

Smart bombs, cruise missiles, fighter planes or soldiers (who
will also die) cannot liquidate terrorism. Only a heightened
respect for justice and international order can guarantee
peace. And, above all, a respect for other people's rights, as
the esteemed Mexican patriot Benito Ju�rez once said. If a
nation or a group of individuals violate these principles, the
inevitable retribution will come sooner or later.

It is worrisome to hear that nowadays in the United States - a
nation profoundly affected by the harsh blow it has received -
individuals, political leaders and the press have all referred
exultingly to Pearl Harbor. Such jingoistic slogans, which
have nothing to do with the current situation, were heard in
1898 (when the United States took control of Cuba from the
Spanish) in relation to the USS Maine. And they always have
preceded serious armed conflicts. In an educated and serene
manner, the U.S. people should currently reflect on another
slogan: "Remember Viet Nam."

CUBA LAUNCHES NEW CULTURAL TV STATION
Cuban government television launches new TV station

September 25, 2001, 2:39 PM EDT

HAVANA -- Communist Cuba will invest $3.7 million to launch a
new television channel that will focus exclusively on cultural
programming, leader Fidel Castro announced.

Castro said in a televised address to teachers late Monday
that the channel will be broadcast in the capital of Havana
and surrounding Havana province beginning in six weeks.

Plans are under way for another cultural channel to begin
broadcasting in Cuba's second largest city, Santiago, on the
island's east end, in January, Castro said.

Government-controlled Cuban television currently has only two
national channels, which provide news and political programs,
along with some children's offerings such as cartoons.

American-made action movies dubbed in Spanish are shown
regularly on Saturday nights.

generalized sentiment of patriotic solidarity,
John Dimitri Negroponte has calmly been able
to assume his new post, by unanimous vote.

I can't wait to hear him giving lessons to the
world on the subject of human rights!

I am a Cuban (old) lady who lives in Miami-Dade
County and I will vote for Janet Reno.

It would be interesting and very healthy for Florida
if we could have a governor who does what is
necessary to do regardless of political sympathies
and criticisms.

She said: "I just became concerned about the
direction Florida is going."

Me too.
