New Delhi, November 19: H Mahadevan, AITUC, Michael B Fernandes (Joint
Action Front, Bangalore), M K Pandhe (CITU), R A Mittal, HMS and Y
Adinarayana, PSU TU Coordination Committee, Hyderabad has jointly issued the
following statement:

Against Public Sector sell-out and closure and retrograde changes in labour
laws:

CPSTU CALLS FOR UNITED

COUNTRYWIDE STRUGGLE INCLUDING STRIKE.

The extended meeting of Committee of Public Sector Trade unions (CPSTU),
comprising the public sector trade unions held on 17-18 November at
Bangalore called upon the public sector workers irrespective of affiliations
to prepare for countrywide united strike action against the anti-national,
anti-PSU and anti-people policies of the Government of India. The two-day
session of CPSTU was attended by 130 delegates from all the public sector
unions in the country.

The meeting expressed grave concern over hectic move of the Government of
India to sell-out the profit making PSUs and close down the others. Each and
every event of either sale of shares or outright sale of the PSUs exposed
gross irregularity, corruption and distress sale of the PSUs with huge asset
base to the advantage of the prospective buyers in foreign and Indian
corporates, which is now being sought to be legitimized and officialised by
their so called "Manual on Procedures on Disinvestment" published by the
Disinvestment Ministry.

The CPSTU also voiced its strong opposition to the desperate bid by the
government to thoroughly change the labour laws in favour of the employers
to legalise "hire & fire" and contracterisation of the entire workforce and
called upon the PSU workers to be ready for strike action at short notice if
such moves are made in the forthcoming session of Parliament. In the above
background, the extended session of CPSTU have decided the following
programmes of agitation and action:

a.. CPSTU calls upon and appeals to the public sector workers irrespective
of affiliations and all the PSU trade unions to prepare for countrywide
strike action against the anti-people, anti-PSU policies of the Government
of India.

a.. Further, any move to amend the labour laws in favour of the employers
in the forthcoming session of Parliament would be opposed to by the PSU
workers through countrywide strike action at short notice to be called by
the Central Trade Unions.

a.. The CPSTU calls upon the all the public sector unions to express
solidarity with the three-day strike action by the Coal Workers on 3-5
December through demonstration and by sending telegram to Coal Minister on
December 3, 2001.

a.. Massive regional joint convention under the banner of CPSTU against
the privatisation and closure of PSUs, non-payment of wages and onslaught on
workers rights and facilities in all the major public sector and industrial
centres like Delhi, Mumbai, Calcutta, Bhopal, Lucknow, Baroda, Ahmedabad,
Kanpur, Calcutta, Durgapur, Rourkela, Chennai, Hyderabad, Visakhapatnam,
Bangalore, Cochin, Thiruvananthapuram, Guwahati and other places, to be
attended by the CPSTU leaders (to be completed by 15th January, 2002).

a.. Massive all India convention of all public sector workers on the
Sunday immediately preceding the commencement of the forthcoming Budget
session of Parliament to decide further programmes of movement Including the
date of nation wide public sector STRIKE.

a.. Massive DHARNA before Parliament on the next day

The CPSTU calls upon the public sector workers irrespective of affiliations
to make all out preparation to make the programmes a total success.
