Colombian peace talks resume

The Colombian government and the country's second-largest guerrilla group,
the National Liberation Army, ELN, have agreed to resume peace talks by
signing what they describe as an "Accord for Colombia".

The accord was signed in the Cuban capital, Havana, in the presence of
representatives from Cuba, Spain, France, Norway and Switzerland.

It includes a commitment for the two sides to meet on 12 December for
possible cease-fire negotiations.

The move follows consultations between the Colombian peace commissioner,
Camilo Gomez, and ELN representatives in Cuba earlier this week.

Negotiations between the two sides were suspended in August by President
Andres Pastrana, who said the rebels had no real desire to start a peace
process.

The ELN rejected the allegation and accused the government of siding with
ultra right-wing paramilitary forces.

The government says negotiations with the largest rebel group, the
Revolutionary Armed Forces of Colombia, FARC, will also resume.
