They've also ordered their security forces to arrest militants suspected of planning suicide bombs in Israel. The leadership has also banned public displays of weapons in an attempt to crack down on militants. Israel has warned the Palestinian leadership to act against extremists or face a large-scale military response, the BBC reports. The development follows bombs in Jerusalem and Haifa which have killed at least 25 people. Palestinian police, accompanied by journalists, have began rounding up Islamic militants. An official says 50 have been arrested and 150 more will be in custody by midnight. Security chief Jibril Rajoub says those involved in the bombings "would pay the price". But sceptical Israelis point to a string of past broken promises. "Arafat will be judged according to his actions, not his declarations," said Israeli Foreign Minister Shimon Peres. The Defence Ministry says the army will take "a series of steps" in response to the bombings and that this is "a critical test" for the Palestinian Authority.
