The calendar was contained in the Havana Declaration, a new agreement reached on Saturday between the two parties in Havana, Cuba, during their second round of peace talks. The main points of the calendar, running from January to June of 2002, include: -- a peace summit in Havana from December 30, 2001 to January 1, 2002, to evaluate progress achieved and obstacles remaining in the peace process; -- five forums abroad between February and June to exchange initiatives and proposals on human rights, democracy, agrarian problems, drug-trafficking, substitution of drug crops, issues related to natural resources, economy and social problems; -- a meeting of the Commission of the Notables on December 21, 2002, in Havana to discuss the report of recommendations in the framework of the peace process between the government and the Revolutionary Armed Forces of Colombia (FARC), the country's largest rebel force; -- respective working meetings in Havana and Caracas to promote the commitments made though the "Agreement for Colombia." The Havana Declaration was signed by the government's chief negotiator Camilo Gomez, Colombia's ambassador to Cuba Julio Londono Paredes and ELN members Ramiro Vargas, Oscar Santos and Milton Hernandez. The Colombian government and the ELN reached an agreement on November 24 in Cuba to formally resume peace talks. President Andres Pastrana suspended preliminary talks with the rebel group in Venezuela in August. The two sides have since blamed each other for lacking political will in restarting the stalled peace process aimed at ending the country's 37-year-old guerrilla war. Enditem
