COMMUNIQUE

REVOLUTIONARY ARMED FORCES OF COLOMBIA - PEOPLE'S ARMY

FARC-EP

With respect to the meeting of the National Table of Dialogues and
Negotiation being held January 3 and 4, 2002, the spokespersons of the
FARC-EP publicize the following points:

  1.. We come to today's meeting with a great will to find formulas to make
it possible to free the process of obstacles and get discussion underway on
the themes being dealt with, which are the Common Agenda, Cease-fire and
Cessation of Hostilities, compensation for the unemployed, the
recommendations of the notables and the San Francisco de la Sombra Accord.
  2.. Concerning the meeting, the usual chorus is to be heard. The
presidential candidates, Serpa, Uribe Velez, Noemi and Juan Camilo Restrepo,
the presidents of the business organizations, some hierarchs of the church,
and the big information media, are demanding unilateral concessions from the
insurgency while guarding silence in the face of the substantial issues that
concern Colombians in common: the economic system and its neo-liberal
policy, reform of the political regime, compensation for unemployment, an
end to U.S. intervention in our internal affairs, suspension of the
extradition of citizens, punishment for corruption, a solution, by joint
agreement, for illegal crops, and the dismantling of state paramilitarism.
  3.. The existence of the National Table of Dialogue and Negotiation
implies recognition of two sides that are jointly pursuing political accords
for solution of the problems giving rise to the social and armed conflict in
our country. This means that unilateral impositions have no place therein,
since each side is free to advance to the point it considers convenient.
