LA BUSHERIE CONTINUE INLASSABLEMENT :
32 CIVILS TU�S LORS D'UN BOMBARDEMENT AM�RICAIN

32 civils ont �t� tu�s lors d'un bombardement
am�ricain entrepris ce jeudi 3 d�cembre  dans l'est de
l'Afghanistan. 
L'agence, bas�e au Pakistan, cite des t�moins selon
lesquels des anciens et des dirigeants tribaux de la
r�gion se sont rendus � Khost (capitale de la province
du m�me nom dans l'est de l'Afghanistan) pour demander
l'arr�t de ces bombardements qui visent des poches de
r�sistance de combattants d'Al-Qa�da, le r�seau
d'Oussama ben Laden.  "Le bombardement est tr�s
intense et tr�s lourd. De nombreuses personnes sont
mortes. Les Etats-Unis doivent cesser ces
bombardements, il n'y a que des civils dans le
secteur", a d�clar� un ancien de la tribu tani, Ghazi
Nawaz Tani, dont les propos sont rapport�s par
l'agence AIP. 
Des responsables am�ricains ont d�clar� que leurs
avions avaient lanc� des raids jeudi sur une
installation d'Al-Qa�da et un camp d'entra�nement dans
la province de Paktia.

BEN LADEN VIDEOTAPE COULD SERVE AS PRETEXT FOR US
ATTACK

The latest videotape of Osama Ben Laden in which the
terror suspect links the Sept. 11 strikes to anti Arab
US policies  could be used by the United States as a
pretext to attack Iraq or other countries, anewspaper
here said Saturday.
The tape, aired by Qatar's Al Jazeera television
Thursday, "will be an additional factor used by the US
administration to achieve its hostile objectives"
against Iraq, wrote the Babel newspaper, which is run
by President Saddam Hussein's elder son Uday.
"America practices terrorism in its ugliest form in
Palestine and Iraq, and Bush the father, this damned
man, was behind the killing of more  than a million
children in Iraq," Ben Laden said in the tape. "These
blessed and successful strikes (in New York and
Washington) were in response to what is happening on
our land in Palestine, Iraq and  elsewhere," he said.
US President "George Bush the son, who began his term
by launching heavy air raids on Iraq, is sticking to
the US policy of injustice and  aggression, confirming
that Muslim blood has no value (for the Americans),"
Ben Laden added. "It is not unlikely that this tape
was forged by the US Central
Intelligence Agency," said Babel, which published a
transcript of Ben Laden's remarks as carried by news
agencies. "Whatever the objective behind this tape,
the reckless US  administration will not abandon its
terrorism and aggressiveness and it may well be that
Somalia will be its next target before too long," the
paper said. But Babel said Iraq was not intimidated by
the United States. "Iraq is not Afghanistan or
Somalia, nor is it one of those countries which the
United States sees as easy prey," the paper said.

DES OGM DANS UN TIERS DES ALIMENTS ANALYS�S PAR UN
MENSUEL FRAN�AIS

Sur 103 aliments tr�s courants contenant du ma�s et du
soja, 36 contiennent des organismes g�n�tiquement
modifi�s (OGM), � hauteur de moins de 1 pc, selon les
analyses pratiqu�s par le mensuel fran�ais 60 Millions
de consommateurs publi�es dans son num�ro de janvier. 
Sur ces 103 aliments, des traces d'OGM ont �t�
d�tect�es dans 14 biscuits ap�ritifs (sur 18 test�s),
3 sauces (sur 17), 4 biscuits sucr�s (sur 15), 2
polentas (sur 2), 1 steack de soja, 2 c�r�ales pour
petit-d�jeuner (sur 14), 9 aliments pour animaux
domestiques (sur 9) et 1 plat cuisin� (sur 22). 
Les fabricants des produits analys�s ne sont toutefois
pas en infraction avec la r�glementation europ�enne
sur l'�tiquetage, rendant obligatoire de mentionner la
pr�sence d'OGM pour les seuls aliments en contenant
plus de 1 pc, souligne le mensuel de l'Institut
national fran�ais de la Consommation, qui s'interroge
sur la tra�abilit� et les moyens d'installer une

UNE GUERRE CONTRE LES PALESTINIENS

� C'est d�sormais de mani�re ouverte que M. Ariel
Sharon r�cuse M. Yasser Arafat - pr�sident �lu par les
Palestiniens - comme partenaire. Sur le terrain,
l'arm�e isra�lienne utilise tous les moyens de
r�pression - blind�s, h�licopt�res et m�me F-16 -
ainsi qu'un blocus s�v�re pour �craser les
Palestiniens. L'�limination de l'Autorit�
palestinienne semble �tre le but strat�gique du
premier ministre isra�lien, qui proclame avec force
que les accords d'Oslo sont la plus grande catastrophe
qui soit arriv�e � Isra�l. Le gouvernement isra�lien
b�n�ficie, pour mettre en oeuvre cette politique, de
la complaisance persistante de l'administration Bush,
du silence de l'Europe, mais aussi de la passivit� des
r�gimes arabes. La seconde Intifada, qui dure depuis
septembre 2000, exprimait pourtant une revendication
simple : mettre fin � l'occupation isra�lienne de la
Cisjordanie, de Gaza et de J�rusalem-Est. Les
Palestiniens demandent, comme M. Yasser Arafat l'a
r�p�t� dans son discours du 16 d�cembre, la cr�ation
d'un Etat ind�pendant, dans les fronti�res d'avant
juin 1967, avec J�rusalem-Est comme capitale, aux
c�t�s de l'Etat d'Isra�l.
Il est vrai que les dossiers en suspens (statut final
et fronti�res, colonies, J�rusalem et statut des Lieux
saints, droit au retour des 3,6 millions de r�fugi�s
palestiniens, eau), sont complexes, comme l'ont montr�
l'�chec des n�gociations entre le gouvernement de M.
Ehoud Barak et l'Autorit� palestinienne en 1999-2000.
De profondes divergences s�paraient les deux parties,
mais des progr�s sensibles avaient �t� accomplis,
notamment lors de la  rencontre de Taba en janvier
2001. Ces avanc�es restent la seule base sur laquelle
pourrait s'esquisser une solution politique. Sinon, la
r�gion risque de sombrer dans un affrontement sans
fin. Le peuple palestinien d'abord, mais aussi le
peuple isra�lien paieront un prix terrible pour  cette
folie. L'impasse dans la solution du conflit
isra�lo-palestinien - marqu�e aussi par le gel des
n�gociations entre Isra�l et la  Syrie - co�ncide avec
l'accession au pouvoir en Jordanie, en Syrie, � Qatar,
et demain en Arabie saoudite ou en Palestine, d'une
nouvelle g�n�ration de dirigeants. Une page se tourne
au Proche-Orient confront� � des d�fis �conomiques,
politiques et sociaux sans pr�c�dent. Dans ce
contexte, une nouvelle logique de guerre est-elle
possible ? Assiste-t-on � un effondrement de ce que
l'on a appel� � le processus de paix � ? Un conflit
religieux va-t-il remplacer  l'affrontement politique
entre Arabes et Isra�liens ?

CUBA : NATIONAL LIBERATION DAY 2002 
         
1 January 2002.  Cuba Promises to Fight for Return of
Five Secret Agents as It Commemorates 1959 Revolution.
HAVANA -- The Cuban government promised Tuesday to
fight for the return of five agents sentenced in Miami
on espionage charges as it celebrated the 43rd
anniversary of the Cuban revolution. "Cuban men and
women, we toast this heroic nation capable of so many
great achievements, the revolution that illuminates
our hopes, (and)  the return of the heroes to the
homeland," read the government's New Year's message,
published on the front page of the Communist Party
daily Granma.
Jan. 1 is the most important day on communist Cuba's
calendar, marking the day in 1959 that Fidel Castro
and his bearded revolutionaries entered the eastern
city of Santiago after dictator Fulgencio Batista fled
the country. Winning the return of the five agents has
become a top priority for Castro. Last week, he called
a special session of the National  Assembly, which
unanimously agreed to bestow the title of "Heroes of
the Republic of Cuba" on the five men.
The men were convicted in December and given sentences
ranging life in prison to 10 years. Prosecutors said
they were assigned by Havana to warn about signs of a
U.S. invasion. Gerardo Hernandez was sentenced to life
on charges of trying to infiltrate U.S. military bases
and conspiring in the deaths of four Cuban-Americans
whose private planes were shot down by Cuba in 1996.
The others received lesser terms - two on charges of
trying to  penetrate U.S. military bases and two
convicted of failing to register as foreign agents and
conspiracy.
Castro said the men were patriots protecting their
country from  possible terrorist attacks. During the
special parliamentary session Saturday, Castro told
the assembly that because of the men's importance,
2002 would be officially known as the "Year of the
Heroic Prisoners of the Empire" - a reference to the
United States.
The Cuban government regularly chooses a slogan for
each year, which then is used in official
correspondence and in state media instead of the
year's number. In its New Year message, the government
also claimed 3 percent economic growth during 2001,
despite a drop in tourism, sinking prices for Cuban
exports and heavy damage from Hurricane Michelle in
early November.

LA SANTE A CUBA ET L'AIDE MEDICALE A D'AUTRES PAYS

La sant� s'est caract�ris�e, par la consolidation des
services dans notre pays et � l'�tranger, par le
succ�s du Programme global de coop�ration mis en place
fin 98. En 2001, Cuba a r�ussi � faire passer le taux
de mortalit� infantile en dessous de 7 pour mille et �
maintenir l'esp�rance de vie au dessus de 76 ans. Le
taux de mortalit� � cause de maladies infectieuses et
contagieuses est tomb� � 0,8 pour mille. Ces chiffres
ne sont similaires que dans les pays les plus
industrialis�s. Le taux de morbidit� d'un grand nombre
de maladies s'est �galement r�duit. Le SIDA qui avait
connu une l�g�re augmentation ces cinq derni�res
ann�es a diminu� de 10% par rapport � l'an 2000. Le
pourcentage de s�ropositifs a �t� en 2001 de 0,05, le
plus faible des Am�riques.
2001 nous a apport� aussi la relance de toute une
s�rie de programmes de sant� qui s'�taient ressentis
de la crise d�clench�e par l'effondrement du camp
socialiste en Europe de l'Est et le renforcement
simultan� du blocus �tasunien. Les greffes d'organes
ont repris ainsi que la chirurgie d'acc�s minimum et
l'attention aux patients dans un �tat grave a �t�
perfectionn�e. Cela parmi les programmes les plus
importants qui ont �t� relanc�s cette ann�e.
Sur le plan international, 3845 m�decins, infirmiers
et infirmi�res et techniciens de sant� pr�tent leurs
services actuellement dans 53 pays de tous les
continents. 2450 d'entre eux sont affect�s au
programme global de coop�ration qui comprend aussi la
formation de futurs m�decins � l'�cole
Latino-am�ricaine des Sciences M�dicales de La Havane
et � la Facult� de M�decine de Santiago de Cuba. En ce
moment, plus de 5000 jeunes issus de familles
d�favoris�es font gratuitement leurs �tudes de
m�decine � Cuba. Ils viennent pour la plupart de 24
pays d'Am�rique Latine et d'Afrique mais un petit
groupe provient de familles pauvres des �tats-Unis.

NORTH KOREA ENDS 2001 WITH ANTI-U.S. DIATRIBE

U.S., accusing it of plotting a war in Korea.

North Korea's state-controlled media ended 2001 on
Monday with a sharp blast at the United States,
accusing Washington of plotting a war in Korea to
further its aims of dominating Asia.  "The U.S. seeks
to launch an aggression against the DPRK with South
Korea as its military stronghold in a bid to swallow
up the whole of Korea and, furthermore, dominate other
Asian countries," said the ruling communist party
newspaper Rodong Sinmun.  DPRK is the acronym for the
North's official name, the Democratic People's
Republic of Korea. 
"The U.S., buoyed up by its self-claimed 'victories'
in a series of wars in recent years, are running amuck
to ignite a new war in Korea," said the commentary,
published by the official Korea Central News Agency
(KCNA). The commentary did not mention specific
American actions, but followed weeks of hostile
rhetoric which analysts said signalled North Korean
discomfiture at U.S. statements about the North's
suspected weapons of mass destruction.  In November,
North Korea angrily rejected U.S. calls for
inspections to hunt for suspected weapons of mass
destruction, including biological and chemical arms. 
The state of U.S.-North Korea ties is significantly
different from a year ago, when the Clinton
administration had dramatically improved relations
with Pyongyang. 
That budding rapprochement led to several high-level
exchanges, including a trip to North Korea by
Secretary of State Madeleine Albright, and talk of a
visit by Bill Clinton.  The Bush administration put
North Korean relations on ice when it took office last
January but in June offered talks without conditions.
North Korea has not taken up the offer. North-South
Korean ties spent nearly all of 2001 at a standstill,
despite an unprecedented series of exchanges in 2000
which raised hopes of reconciliation. The two Koreas
remain technically at war because they failed to sign
a peace treaty at the end of the 1950-53 Korean
conflict. The United States keeps 37,000 troops in the
South to deter a repeat of the 1950 North Korean
invasion which sparked the war.

NEW YEARS MESSAGE
We greet the Colombian people in the midst of the
paralysis of the Dialogue and Negotiation Process
caused by the conditions imposed by the President in
his October 7th statement on the occasion of the
extension of the demilitarized zone, two days after
the signing of the San Francisco de la Sombra Accord.
The results produced after three years of joint
efforts are not what the immense majority of Colombian
hoped for, fundamentally due to the regime�s lack of
political will to undertake the structural changes
Colombia requires for solution of the social and armed
conflict. On the contrary, through the information
media the enemies of peace are mounting a morbid
campaign, the aim of which is to disparage the FARC-EP
making use of the drama of a sick child whose father
would have returned home if the government had
accepted our proposal of a humanitarian exchange for
the guerrilla prisoner Ignacio Gonzalez Perdomo, who
suffers from a painful illness. On the other hand they
say nothing about the situation of state abandonment
of 300,000 Colombian children suffering grave
illnesses. 
Paramilitarism, the statement of state terrorism
against the people continues dominating cities and
areas of the countryside, leaving in its wake a toll
of cadavers, hundreds of thousands of displaced
persons and the economic ruin of the regions, in the
midst of total impunity. Meanwhile, the intellectual,
material and financial authors of this form of dirty
war are in power and in the bases of the armed forces
of the state. 
The economic crisis is sharpening due to the
impositions of the International Monetary Fund, which
are keeping the country in its most severe recession
of recent decades. As a consequence of this, three and
one half million Colombians do not have work; five and
one half million more subsist on the informal economy
and gleaning; we, the poor of Colombia, now number
twenty five million. Of these, eight million live in
absolute poverty. The circumstances in Ecuador, Peru,
Mexico, Bolivia and Brazil present a similar panorama,
countries that do not have guerrilla movements to be
blamed for every evil in order to hide the real causes
of the crisis generated by the economic system.
Argentina is the most recent example where the people
have now risen up in rebellion against their rulers,
causing the fall of President Fernando de la Rua.
Due to the imposition of U.S. interests, the Colombian
state is carrying on a chemical and biological war
against the plantings of coca and opium poppies,
ignoring the socio-economic problems of the campesino
cultivators. A real agrarian reform that involves
manual eradication together with social investment, in
agreement with the communities and not via repression,
is the path to the solution of the problem of the
illegal crops, as was stated in the Accord of Los
Pozos signed by President Pastrana and Commandant
Marulanda. The so-called "Plan Colombia" is the
military instrument of the imperialist economic
annexation scheme known as the FTAA (Free Trade Area
of the Americas). 
Our attention is drawn by the silence of the
presidential candidates who, in the face of the large
and profound economic, social and political problems
affecting Colombians, present themselves bereft of
proposals and programmes that go to the root causes of
this grave situation. Likewise, the electoral campaign
is proceeding without guarantees of rights for the
democratic opposition and alternative movements. 
Before the Colombian people the FARC-EP affirm their
will to continue contributing initiatives to free the
Dialogues of obstacles. The proposed meeting next
January 15 with the presidents of the three powers of
state and other representatives of the establishment
so they explain what it is they are ready to negotiate
in favour of peace with social justice and
sovereignty, is such an initiative. On the occasion of
the New Year, we call upon the Colombian people to
organize and fight in co-ordination to win decent
conditions of life and work and achieve the objective
of a Government of National Reconciliation and
Reconstruction that would implement the Ten Point
Programme of Government contained in the Political
Platform of the FARC-EP. 

STEALING AFGANISTAN'S OIL WEALTH AND CONTINUING THE
OPIUM 

All over the country, all over the world, people have
accepted the facts of a deviant elite and of a wtc
frame-up for the purpose of stealing Afganistan's oil
wealth and continuing the opium growing that  the
Taliban had abolished. State-sponsored terrorism to
corral the sheep into accepting the implementation of
unprecedented international police-state controls on
the  populace along with dissolution of national
sovereignty.
