Kennedy, that will bomb here at the end of January, represents a grave danger for our community. The ships will arrive to test, using live missiles, a new computerized weapons system known as Cooperative Engagement Capability (CEC). These will be the first ships in the US Navy to deploy with this experimental system. Spokespersons for the CRDV pointed out that this same battle group was carrying out maneuvers in Vieques in April of 1999 when David Sanes was killed. They also mentioned that the USS Kennedy failed a routine inspection due to a long list of deficiencies in most of the ship�s systems. Captain Joyce, the highest ranking official of the Kennedy, was removed from his command because of the seriousness of the problems identified. The Board of Inspection and Survey of the Altantic Fleet determined in December of 2001, that �� the USS John F. Kennedy could not prudently demonstrate safe and reliable underway operations.� As a result of the inspection report, holiday vacation leave was cancelled for all crew members. Sailors on the Kennedy will soon leave for Vieques without vacation rest and probably upset at not having had the opportunity to spend Christmas holiday with their families. This situation is combined with the tensions related to the war and the fact that the Kennedy battle group will leave shortly for the combat zone, to relieve the USS Theodore Roosevelt. According to the CRDV advisor on military affairs, Dr. D�borah Santana, from Mills Colege in California, ��the circumstances surrounding the arrival of the Kennedy battle group presents a serious threat to the safety of the Viequenses, to the people in Eastern Puerto Rico and nearby islands.
