From: rexy <[EMAIL PROTECTED]> Date: Wed, 09 Jan 2002 19:33:56 -0400 To: [EMAIL PROTECTED] Subject: open letter Mountains of Colombia, January 8, 2002 Mr. James Lemoyne Special Advisor of the Secretary General of the U.N. for the Peace Process in Colombia Today we are holding a very important meeting of the National Table of Dialogue and Negotiation for the purpose of freeing the process from obstacles after three months of paralysis due to changes on the part of the government that unilaterally take measures to the extreme and affect the guarantees that sustain the Demilitarized Zone where the talks are proceeding. In the course of these three months we have held important meetings and consultations with various sectors of the country, among them the ones with representatives of the United Nations, which we valued highly. The linking of this international organism to the pursuit of a political solution to the social and armed conflict in our country is a positive development, which we have noted at many opportunities. In spite of the efforts realized, the National Government is trying to take to the extreme the measures unilaterally adopted last Oct. 7, in this way putting the process gravely at risk. It is a secret to no one that if this effort for a political solution fails, we Colombians will find ourselves put in the position of employing the diverse forms of struggle. For three years, we have persisted about the necessity of introducing profound economic, political and social changes in order to open the path to the political solution of the social and armed conflict in Colombia. Sadly, we have to state that the sectors within the establishment opposed to the possibility of these changes are still very strong and by means of violence they adhere to the present regime that guarantees them immoral privileges. After detailed analysis of the latest events related to the process, and the declarations of civilian and military officials of the government concerning the measures that have given rise to the stagnation of the dialogues, we have decided to take the position of awaiting decisions the President of the Republic could take in this regard on this coming January 20, in the interests of all Colombians. In that sense, Commandant Manuel Marulanda has sent a letter with new proposals to the President of the Republic, to try to free the process of obstacles. The Central General Staff of the FARC-EP has issued a public communiqu� today notifying of its position on the present situation.
