Bush's speech "amounts to an effective declaration of war against us," the official Korean Central News Agency said in a statement attributed to a North Korean Foreign Ministry spokesman. "Never before in U.S.-(North) Korean relations in recent years has a U.S. president made such a blatant threat in a policy speech against our country."
