There was, IIRC, some discussion about OTR here sometime back and it was 
determined that OTR could not be implemented using plugins without changes to 
libkopete, or disabling all plugins except the OTR plugin. Since, at the 
moment there is no way to ensure that no filters between yourself and the 
destination. That is, the OTR plugin has no way to temporarily disable the 
history plugin, or the statistics plugin (both would which would make a 
record, so.. it wouldn't be off the record at that point).

This is probably the primary motivation for waiting till KDE4 to implement it.
