On Sun, 30 Dec 2007, Paul Sleigh sent out 1.3K bytes to say:

Isn't this the default behaviour?

You can toggle this setting in the Settings->Configure Global Shortcuts.

I actually use this feature all the time (actually, I use the one to
hide/show the contact list), and the reason I love it is that It works
regardless of which window has focus.

The OP states that it is not there in the global shortcuts settings,
however, I see the appropriate option, both in:
kdenetwork-3.5.8-4.fc8
and in
kdenetwork from svn (yesterday)
