If the "request authorization" option is disabled then you have already
received authorization.
Hm, what client does the other side use? Either the client doesn't advertise
file transfer capability or there is a bug in Kopete.
If you have Kopete with debug info you can check that in console, look for "Get
user info for UID" and after around 6 lines there should be
UserDetails::parseCapabilities and it should contain CAP_SENDFILE.
Here's an example:
