Hei,

This is almost the same that was send by Detlev Casanova few weeks ago 
(subject "Popup notifications")
But instead of making the distinction between 'open' chat window, you make the 
distinction with 'active' window, which I think I prefer.

I think the optimal fix for this is to have a notification context. so we 
don't duplicate notifications events.  
But the problem is that there is no real ui to modify such context yet.
So that patch is probably the easiest solution for now.
(Just that i would keep the CloseOnTimeout for notification on active window, 
or if the user use popup anyway, they will not close)
