I think that's better as inactive chat windows are likely hidden behind
other windows or in some tab.

Good point, the duplication was the reason I didn't commit it directly
-- one could argue there should be similar distinctions for low priority
and highlighted messages. Solving this with different contexts sounds
convincing, is there any documentation on the plans/design for
notification contexts out there?

No strong opinion on this, I'll change that back and commit then.
