I'd like to see package managers evolve into something that does more than just install software. I'd like to see them handle system-wide configurations and run recipes for all sorts of stuff and follow HOWTOs.
Imagine "install disk-encryption.howto" a la: http://tldp.org/HOWTO/Disk-Encryption-HOWTO/index.html and everything is done, with whatever human input is needed. There's a lot of stuff that could use a healthy dose of automation.
