I was about to write something here that would explain how the purchase was made
by an entity that we do not control, then expanded to include groups within our
control, because of the economic and process advantages to using the same
interface and database for the related projects, often worked by the same
people.
But... I'll just make it short and say, Not every decision on software is purely
technical. Maybe the fact that it doesn't work with other browsers WAS taken in
to consideration and other factors outweighed it !

There are only two reasons to select one system over another, whether it be
hardware, software, or a combination:
1. The system provides what is needed for the customer it is to support.
2. The system provides what is necessary in order to support the business.
All other factors come in second, third, and thereafter. If multiple systems
conform to both of the above, then other factors come into play, such as TCA,
ROI, etc.
If the decision to support only IE was based upon anything other than these two
criteria as the overriding factors, placing all others secondary (or less than
secondary), then the person(s) that chose that path made an uninformed decision.
These days there are very, very few reasons to choose anything M$ platform
specific over anything else. In recent months, in several different studies
I've done, I have yet found a single reason to choose anything M$ platform
specific over anything not.
