If the government says "Everyone who works on this project must have this level of clearance", how would that be SAICs fault? I really doubt SAIC chooses to have a given clearance level just because it would be cool to have a room full of people with that clearance :-) FWIW, I was a little bitter about the jobs I could never get because they required a clearance, but they won't get anyone a clearance... you either already have it, or you walk.
