It's a project that the Lindows guys took on - they built a standalone WYSIWYG HTML editor on the Mozilla framework (I think they started with Mozilla Composer).

There's a FC3 RPM on the downloads page.

Though if your goal is simply to create a photo album, you may instead prefer to work with some sort of photo album script which takes JPGs and generates all the necessary HTML for you.

There are interactive galleries such as http://gallery.sourceforge.net which are actual web scripts that accept the images as uploads and then let you manipulate them via an online interface...

...and there are scripts or programs which just generate static HTML which can then be uploaded wherever you like:
