Hmm... note this very important part of the README that comes with iscs packages... Make sure CONFIG_PACKET (Packet socket) and CONFIG_FILTER (Socket Filtering) are enabled in your kernel configuration

I would suggest making extra sure that those are set.

BTW, did you do a make oldconfig before running make config, or make dep, or
something after copying the .config file into your new kernel's location?  If
not, it can break things sometimes.  Especially if you're doing a newer kernel
and using a .config from a different one.

I've missed the packet option before.. dhcpd really bitches about it if you
forget, but it says right in the error that you probably forgot it. :)

The funky-ness of RH's kernels is just yet another reason we steer clear of
them as much as possible anymore.
