Umm, because there is no money in fixing the problems? Seriously, who is going to buy or not buy Windows because of its bugs?
While everybody seems to think that bugs are hurting Microsoft, I would wager that is not true. What is hurting Microsoft is the fact that Windows costs almost as much as the hardware at the low end. That's the problem and is causing the hardware manufacturers to look at moving away from Windows.
As for xbox, that's probably one of the few smart moves Microsoft made recently. Consoles have a built-in 3 year upgrade cycle. That's *much* better than Windows.
