Probably just a piece of junk =]  Seriously, I have no idea, maybe
Chrysler figured it was a "safety feature" for the steering to lock
when the car was shut off.  Makes it impossible to push if your stuck
too.

Been there done that, every rainy season, I coast through many
situations =]  Braking is another story, mine turn to manual brakes
iirc.
