Randy, for the love of Linus, why would you post a Microsoft answer
to John's question on a Linux list? And on top of that your link
refers to server load balancing, whereas John asked about multiple
ISP traffic balancing.
Anyway, John, the software that you need is Linux. :) You can set up
the balancing using Linux's built-in iproute2 infrastructure. The
LARTC is a good guide, and the chapter you want is:

There are devices as well, but every one I've found is a higher-end
corporate firewall. Have yet to see any sort of sub $150 D-Net-Link-
Gear-Sys device which boasts that ability.
