I've never seen any historical basis for that. Therefore I don't accept it as a fact. My observation is that any problems caused by a lack of imposed (vs. self) governance was a result of a previous period of imposed governance, where that government was considered unjust.

Lack of a governing body can work just fine: Linux vs. Microsoft.
