Hmm... not from what I've seen. We've still been hiring and having a hard time finding good people. Of course, we can be a lot pickier now. BTW.. anyone that interviewed here, I'm not involved so don't yell at me if you haven't heard or weren't hired.
Your assessment also requires that managers recognize talent. That may be clear when the product is labor. This is not so clear when the talent is more abstract. KPLUG'ers can give you endless stories of managers with no clue. The system, unfortunately, does not flush them out quickly enough for your argument to hold.
Yeah, I've always realized how good our company is in that most of the management is made up of those that did the job.. not just suits out of college. So our talent is recognized. Though the last corp I worked for, where managers weren't as technically inclined, was pretty good too.
