There is one primary reason:
Firing someone is a decision which has unknown political ramifications.
Who hired that person? Who is related to that person? Who does that
person influence? Who does that person hang out with?
Better to just get the twerp transferred to some sucker rather than risk
incurring the wrath of someone powerful.
Given that, very few people are willing to put in the effort to overcome
the lawyers, the HR folks, and the paperwork just to get someone fired
in a big company.
